Understanding where IDPs and IDP returnees stand ten years after the conflict first started in 2015 is highly important to enable support for the affected population in reaching solutions in an effective and efficient manner. Assessing which quality of life indicators are progressing by comparing these with host community attributes is key to a better understanding of the support needed for an acceleration of the progress towards solution pathways.
Besides understanding the intention of the affected population toward available solutions, it is crucial to understand current living conditions to measure the progress towards solutions ten years after the onset of the nationwide conflict. This study provides information on this progress toward solutions by the living conditions for IDP and IDP returnees to the living conditions of the host community as a benchmark across seven criteria:
(1) Long-term Safety and Security.
(2) Adequate Standard of Living.
(3) Access to Employment and Livelihoods.
(4) Effective & Accessible Mechanisms to Restore Housing Land and Property (HLP).
(5) Access to Personal Documentation.
(6) Family Reunification and Participation.
(7) Access to Effective Remedies and Justice.
Moreover, the survey successfully identifies key criteria and indicators driving vulnerabilities among IDP, IDP returnee and host community households in Lahj governorate. The recommendations focus on addressing challenges related to the replacement of official documents, ensuring populations are able to replace or receive key identity documents; programming related to employment and livelihoods that could provide income to cover expenses beyond meeting basic needs, and programmes to increase the frequency of community activities and the inclusion of all target populations in public affairs.
