Position Title: Enumerator
Location: Beqaa and Baalbek Areas
Duration: Short-term / Daily Worker Basis

1. Background
Oxfam GB is seeking motivated and qualified Enumerators to join its roster for upcoming field activities in Beqaa and Baalbek. Enumerators will support data collection processes for surveys, assessments, and post-distribution monitoring (PDM) exercises targeting Lebanese and non-Lebanese households and individuals.
2. Responsibilities and Duties
- Attend OiL HR induction sessions covering Oxfam in Lebanon (OiL) Code of Ethics and Conduct, Conflict of Interest Policy, Daily Worker Policy, organizational mandate, and humanitarian values.
- Conduct the assigned daily target of interviews and/or assessments with households and individuals using Android devices, ensuring accuracy and reliability of collected information.
- Coordinate effectively with the MEAL Officer, project teams, and relevant stakeholders involved in surveys or verifications.
- Support the MEAL Officer in preparing and organizing survey activities (receiving lists, identifying locations, informing household members, etc.).
- Report any complaints or feedback from beneficiaries to the MEAL Officer promptly.
- Represent Oxfam GB professionally in the field.
- Attend all required trainings (technical, PSEAH, FCRM, and others).
- Ensure all questions are fully asked and responses are recorded clearly and correctly.
- Maintain strict confidentiality and ethical handling of all collected data.
- Participate in briefing and debriefing sessions, as well as weekly planning meetings with the MEAL Officer.
- Conduct field surveys and collect qualitative and quantitative data based on pre-designed tools and questionnaires.
3. Profile Required
Education
- Minimum of a high school degree.
- Some understanding of English language (reading and writing).
Experience
- Previous experience in Post-Distribution Monitoring (PDMs) or similar field data collection roles.
- Proven experience using mobile data collection tools such as KOBO, ODK, or similar.
- Experience working in humanitarian or development contexts, preferably with vulnerable populations.
Skills and Competencies
- Strong interpersonal and communication skills.
- Ability to establish respectful and professional contact with beneficiaries.
- Capable of working independently and under pressure to meet deadlines.
- Competence in using Android smartphones for data entry.
- Commitment to humanitarian principles and OiL’s values.
- Strict adherence to OiL’s Code of Conduct, policies, and procedures.
Languages
- Arabic: Fluent (required)
- English: Basic (preferred)
4. Safeguarding and Code of Conduct
Enumerators must adhere to Oxfam GB safeguarding principles, Code of Conduct, and policies on prevention of sexual exploitation, abuse, and harassment (PSEAH). Non-compliance may result in disciplinary action or removal from the roster.
