IT Consultant

The ANPE Lebanese Education Coalition (LEC) works to advance SDG4 – Quality Education and promote inclusive, participatory governance in the education sector. To strengthen its digital presence, LEC is developing an interactive website and an electronic membership form. LEC is seeking an IT Consultant or Service Provider (individual or company) to handle the technical development of these tools in close coordination with the communications team, ensuring alignment with the coalition’s advocacy and outreach goals. 

     Objective of the Consultancy

The consultant will support the coalition in strengthening its digital presence and communication by:

• Design and launch an interactive, bilingual website (Arabic/English) for the coalition.
• Develop a secure, user-friendly electronic membership system integrated into the website.
• Provide technical support to the communications team for online tools (e.g., newsletter integration, social media linking, and content upload guidance).

  Scope of Work / Tasks

• Website Development
• Design and develop an interactive and user-friendly bilingual website.
• Ensure responsive design (desktop and mobile), accessibility, and security.
• Include sections such as: About ANPE/LEC, Members, News & Updates, Resources, Publications, Campaigns, and Contact.
• Integrate features such as newsletter subscription, social media feeds, and search functions.
• Assist the communications team on managing website content when needed.
• Membership Application Form
• Develop and integrate a secure electronic membership form on the website.
• Ensure automated acknowledgments and a database of applicants.
• Provide data privacy and security recommendations.
• Support the communications team in linking the form to online promotion campaigns.

  Deliverables

• Interactive Website (fully functional, with CMS and training manual).
• Electronic Membership Application Form (integrated with automated responses and database).
• Technical guidance for the communications team when needed.
• Final Consultancy Report summarizing outputs and recommendations for sustainability.

  Duration & Timeline

• Website Development and Launch: by December 20, 2025
• Membership Form: by the end of December 2025
• Training & Handover: by the end of December 2025

  Reporting & Supervision

• Reports to the National Coordinator and Project Officer.
• Works in close collaboration with the Communications Team for content integration and outreach support.

  Required Qualifications

• Bachelor’s degree in IT, Computer Science, Web Development, or related field (for individual applicants).
• Proven experience in developing interactive websites — portfolio or list of completed projects required.
• Experience in designing and integrating membership databases and online forms.
• Strong knowledge of digital security, accessibility, and responsive design.
• Ability to provide technical support and collaborate with communication and advocacy teams.
• Familiarity with NGO or education sector projects is a plus.
