JOB PURPOSE:
The Safety, Security & Logistics Officer is responsible for ensuring the safety and security of all ABAAD staff, visitors, and assets, while overseeing and supporting logistics operations that enable effective and timely program implementation. This includes access facilitation, risk management, coordination with stakeholders, asset and fleet management, procurement support, and maintaining operational readiness across all ABAAD centers and offices.
The Logistics Officer is responsible for planning, coordinating, and overseeing the movement of goods and services within a supply chain, ensuring efficient and cost-effective operations.
KEY RESPONSIBILITIES:
Safety and Security
- Develop, review, and regularly update ABAAD’s Safety and Security Plan, contingency, evacuation, and hibernation plan in coordination with the ABAAD senior management team.
- Conduct/Update and advise on the safety and security assessments of ABAAD facilities.
- Ensure that all relevant prevention measures are implemented to mitigate safety & security threats at premises.
- Support the implementation and maintenance of security rules for all ABAAD staff.
- Ensure risk assessments are conducted security for all ABAAD centers, field locations, and activities, and update risk registers accordingly.
- Monitor the security environment and provide timely alerts, analysis, and recommendations to management and staff.
- Establish and maintain reliable communication systems and security reporting channels across all ABAAD locations.
- Maintain strong liaison and coordination with local authorities, UN agencies, and security networks to facilitate access and share information.
- Conduct regular safety and security checks of offices, shelters, and field sites, ensuring compliance with security protocols.
- Plan and deliver security and safety training sessions, simulations, and briefings for staff and visitors.
- Ensure all new staff and visitors receive comprehensive safety and security orientation.
- Support incident response, documentation, and follow-up actions in coordination with management.
- Track and monitor work movements across Lebanon, using available tools.
- Ensure a proper level of preparation before movements (transportation means and team are adapted, good fleet maintenance, movement rules which are adapted to the local context, etc.), in close coordination with all relevant departments.
- Update ABAAD Senior Management and HQ on current security issues in a timely manner.
- Perform any additional task as requested by line Manager.
- Commit to continuous learning through trainings and timely identification of capacity-building needs and opportunities, in coordination with line Manager
- Prepare and submit regular security reports to ABAAD Senior Management.
Logistics and Operations
- Oversee the setup, maintenance, and closure of ABAAD offices, shelters, and field bases ensuring they meet operational and safety standards.
- Support procurement planning, supplier evaluation, and ensure adherence to ABAAD and donor procurement procedures.
- Manage and monitor transport arrangements, fleet operations, and vehicle maintenance schedules.
- Supervise logistics, drivers, and guards, ensuring adherence to safety and operational guidelines.
- Ensure proper warehouse management including storage, tracking, and distribution of goods and supplies.
- Maintain updated asset and inventory records, ensuring accountability and timely reporting of changes.
- Coordinate logistics support for field missions, trainings, and events, including accommodation and transportation arrangements.
- Ensure compliance with Health, Safety, and Environmental (HSE) standards in all ABAAD premises.
- Develop/implement ABAAD’s logistics policies and procedures for the management of transport, distribution, warehousing, stock management, as well for the management of vehicle fleets, communication systems, and assets.
- Ensure that ABAAD’s minimum standards of logistics procedures and policies are implemented and adhered to throughout the organization.
- Manage and support logistics daily workers.
- Prepare and submit regular logistics reports to ABAAD Senior Management.
COMPETENCIES & SKILLS
- University degree in business management, political or social science, logistics, security, or any related field.
- Minimum of three years of relevant experience with national or international NGOs.
- Proven experience in logistics coordination, field access, and security management.
- Strong understanding of gender equality and protection principles.
- Excellent written and verbal communication skills in Arabic and English (French is an asset).
- Proficient in Microsoft Office (Word, Excel, PowerPoint) and familiar with logistics management tools.
- Strong organizational, problem-solving, and analytical skills.
- Ability to prioritize, work calmly under pressure, and meet tight deadlines.
- Strong interpersonal and coordination skills with diverse teams and external partners.
- Willingness to travel extensively across Lebanon.
