Background

The Lebanese Center for Human Rights (CLDH) is a local non-profit, non-partisan Lebanese human rights organization based in Beirut. CLDH was created in 2006 by the Franco-Lebanese Movement SOLIDA (Support for Lebanese Detained Arbitrarily), which has been active since 1996 in the struggle against arbitrary detention, enforced disappearance and the impunity of those perpetrating gross human rights violations.  CLDH monitors the human rights situation in Lebanon, fights enforced disappearance, impunity, arbitrary detention and racism and rehabilitates the victims of torture. CLDH regularly organizes press conferences, workshops and advocacy meetings on human rights issues in Lebanon and collects, records and documents human rights abuses in reports and press releases. CLDH team on the ground supports initiatives aimed at determining the fate of all missing persons in Lebanon.  CLDH regularly follows up on numerous cases of arbitrary detention and torture in Lebanon in coordination with Lebanese and international organizations, and with the United Nations Working Group on Arbitrary Detention WGAD and the UN Special Rapporteur on Torture.   

CLDH currently has 4 offices: Dora, Bouchrieh, Beqaa and Tripoli.

Position Summary: 

The Project Officer & Researcher supports CLDH’s work on documenting and advocating against violations of international humanitarian law in Lebanon. The role includes producing a follow-up report on Israeli attacks against medical and civil defense centers, through conducting field interviews, and consequently developing advocacy materials. It also involves delivering short training courses on IHL principles and UN reporting mechanisms to strengthen accountability and awareness. 

 

Deliverable and Tasks

1- Further elaborating on Israeli War Crimes research conducted by CLDH in 2024, the research officer will lead on producing a follow-up report using quantitative and qualitative methods. 

 The suggested title for the new report is  

: Israeli Systematic Elimination of life: A focus on Israeli attacks on Medical and Civil Defense Centers in Lebanon “Israeli Targeting of Medical and Civil Defense Centers in Lebanon: 

Testimonies from the Ground”. 

The milestones under this job are; 

Conduct Interviews and testimonies from targeted members of civil defense and medical teams, based on CLDH’s 2024 report. 

Develop an Advocacy brief: Short, testimony-based publication to present in Brussels / UN forums, in collaboration with the Senior Advocacy and Communications Officer, based on the research 

Conduct focus Group Discussions with relevant members of the community, civil defense members as well as medical personnel.  

2- Follow up on the project deliverables 

Project Support and Coordination 

Act as a focal point for the assigned research project, ensuring coordination between research, advocacy, and field teams. 

Develop and monitor project plans, workplans, and budgets, ensuring alignment with project objectives and M&E requirements. 

Track research activities, monitor progress, assess risks, and provide regular updates to the Project Manager and partners. 

Liaise with donors and partners, contributing to progress reports, data sharing, and coordination meetings. 

Support the organization and facilitation of research-related events, roundtables, and dissemination activities. 

Internal Coordination 

Coordinate with relevant departments (Advocacy, Communications, Legal, and Administration) to ensure research activities are integrated and well-supported. 

Work closely with the Communications team to ensure dissemination of research findings aligns with advocacy goals. 

External Engagement 

Represent the project in external meetings, workshops, or events related to the research theme, ensuring visibility and collaboration with stakeholders. 

 

3- Reporting  

Collaborate with the M&E and Finance departments on data collection, budget tracking, and reporting. 

Contribute to drafting project deliverables, including narrative reports, briefs, and proposals for new research initiatives. 

 

Experience and Qualifications: 

Education: University degree in Social Sciences, Human Rights, International Relations, International Humanitarian Law, or related field. CLDH recognized non-formal and self-education if evident. 

Work Experience: 1 to 2 years of experience in research, project coordination, or a similar role, preferably in the human rights or humanitarian sector. 

Technical Skills: 

Experience in project management, research, and data collection/analysis. 

Familiarity with human rights monitoring and reporting processes. 

Experience in coordinating activities, supporting program implementation, and liaising with multiple stakeholders. 

Language: Fluency in Arabic and English (oral and written) is required. Knowledge of French is an asset. 

Computer Skills: Proficiency in Microsoft Office (Word, Excel, PowerPoint), email, communication platforms, and virtual collaboration tools. Familiarity with research databases, SPSS, or project management software is a plus. 

Core Competencies: 

Strong research and analytical skills. 

Excellent communication and reporting abilities, both oral and written. 

Highly organized with strong time management skills. 

Ability to work independently and as part of a multidisciplinary team. 

Problem-solving mindset with attention to detail. 

Adaptability and resilience in dynamic, high-pressure environments. 

 

Location

The Project Officer & Researcher is based at Bouchrieh office, with visits to other locations when needed.
