Vocational & Literacy Training Providers

Program Overview

Under the project “Improving Food Security, Livelihoods, and Inclusion of Women and Vulnerable Groups, and Promoting Gender Equality in Akkar, North Lebanon,” funded by the Federal Ministry for Economic Cooperation and Development of the Federal Republic of Germany (BMZ) through RET Germany and implemented by GATE Lebanon.

GATE Lebanon is calling qualified Vocational Training providers to apply.

Location

Akkar, North Lebanon

Contract Type & Duration

Estimated within one and a half years.

Target Groups

Approx. 250 individuals, primarily women, youth, and people with disabilities (PWDs), (70% female, 50% Syrian- refugees) aiming to enhance employability skills, computer literacy, English language, soft skills, and economic empowerment.

Required Services

Training providers are requested to deliver structured Vocational Training Programs in one or more of the following sectors with illustrative examples.

Courses:

1. Creative & Artistic Skills

  • Music Training (Instrument basics, performance)
  • Sewing & Tailoring (clothing, embroidery, cloth repair)
  • Hairdressing (male/female styles)
  • Makeup & Beauty Care (facials, cosmetic application, skincare basics)

2. Digital & Technology Skills

  • Digital Marketing (social media management, ads, campaigns, and Photography)
  • Video Editing (software basics, production techniques)
  • Mobile Phone Repair & Maintenance
  • Photocopier Technician
  • Medical Equipment’s Minor Maintenance Skills
  • Basic Computer Maintenance (software & hardware)

3. Construction & Technical Professions

  • Civil Works Basics (masonry, finishing)
  • Electrical Installations (domestic circuits, safety)
  • Mechanical / HVAC (A/C & heating systems)
  • Plumbing (domestic systems, maintenance)
  • Solar Panel Installation and system & Maintenance
  • Welding, including under water welding

4. Hospitality & Culinary Arts

  • Sous Chef Training (food preparation, catering, pastry, hygiene, beverages)
  • Hotel Management & Front Office
  • Tour Guide / Eco-tour Operators
  • Ticketing & Travel Operations
  • Event & Camping Management

5. Agriculture & Agri-business

  • Livestock Raising & Animal Feeding
  • Beekeeping
  • Assistant Veterinarian
  • Agro-Industry & Food Processing (mouneh, milk products, drying fruits/vegetables)

6. Home cleaning Services

7. Elderly & basic nursing care

8. Shadow teacher

9. Fishing and Boat Maintenance Training

10. Optional AI

Cross-Cutting Modules (included in all trainings where applicable):

  • Basic English Language Skills
  • Basic computer Literacy (Windows, Word, Excel)
  • Basic Finance & Bookkeeping
  • Hygiene, safety, and soft skills

Provider Responsibilities

Training providers must:

  1. Possess several training facilities in Akkar which have to be adequately equipped and accessible for disabled people
  2. Provide all required tools, equipment, and training materials during the training.
  3. Ensure they can issue certificates authenticated at the Lebanese Government (ministry of Education or else) and for which courses.
  4. Include cost breakdown per student, per course, per hour in Euro currency.

Training Provider Profile

  • At least 3 years of experience in Vocational Training programs.
  • Proven experience in fast-track trainings with vulnerable groups.
  • Capacity to provide theoretical and practical, market-relevant training.
  • Experience in Akkar and with NGOs is an advantage.
  • Strong reporting and monitoring capabilities.
  • Training providers must have several reliable and properly equipped locations in Akkar; and must provide addresses for assessment visits by GATE staff.

Application Requirements/Technical

Applicants must submit:

  • Institution profile, registration, and evidence of similar projects.
  • Information and Photos of all training facilities, workshops, and equipment in Akkar.
  • Proof of graduates and training numbers for the past 3 years by sector.
  • Detailed financial proposal (per student and course, including the minimum number of students per class and the cost of training materials). Please provide as many details as possible.
  • Please provide the followings:
    • Total number of hours, or attendance percentage, for graduation eligibility
    • Number of training hours per day and number of days per course
    • Minimum number of students per class/course

Evaluation and selection Criteria

  • Compliance with technical specifications and requirements (weight 15%- it is either zero or 15%).
  • Lowest financial offer (per student/hour) while meeting all technical requirements (50%, and will vary proportionally).
  • Quality and numbers of training facilities in Akkar, tools, and curriculums (35%- Full grade for 5 fully equipped training facilities or more and will be proportionally valued).
  • Training providers can submit their applications/offers on one or more courses. In this case, the comparison will be based on the quality, experience and cost

NB: Before signing the contract, the selected training provider/s will be requested to provide curriculums for all selected training courses with a total number of hours to eligible for graduation, number of students per class, and the number of sessions and hours per day.

Payments for drop out students will be respected on the proportional basis.
