Procurement Officer

JOB OVERVIEW:

The Procurement Officer is a key position within the Operations department responsible for maintaining the integrity of the Anera procurement system.  This position entails working directly with vendors, service providers and subcontractors to ensure timely procurement of program supplies, services and equipment, whilst ensuring best practices and maintaining audit-compliant records. Success in this position requires an individual to have good organizational skills and an attention to detail. 

KEY RESPONSIBILITIES:

  • Provide procurement services for Anera Lebanon as required
  • Implement and / or maintain standard Anera’s procurement policies and procedures and ensure that procurement is carried out in accordance to Anera and donor-specific policies
  • Attend all procurement committee meetings.
  • Coordinate with Finance, Admin and program departments to ensure integrated internal controls, timely payment of vendors and full, auditable support documentation.
  • Ensure that a transparent and responsive procurement process is implemented and maintained; generating bids analysis and Purchase Orders and Payment requests.
  • Routinely communicate, coordinate and plan with the relevant requesting staff / programs regarding the order and delivery of supplies. 
  • Ensure that all supplies, services and equipment required are delivered in time.
  • Establish and maintain ethical and professional working relationships with suppliers. 
  • Maintain supplier information for regularly purchased items and be informed of current local market conditions.
  • Support and provide appropriate training for procurement and program staff as required. 
  • Advise the Procurement and Operations Manager of procurement-specific issues or improvements.
  • Any other relevant duties or tasks delegated by Supply Chain Manager

QUALIFICATIONS and COMPETENCIES

  • Bachelors’ Degree in Business Administration, or another related field
  • Minimum of 5 years of cumulative progressive experience in procurement
  • Minimum of 2-4 years’ experience in procurement
  • Minimum 2 years as in a similar position
  • Knowledge of generic procurement procedures and practices (NGO experience is a plus).
  • Familiarity with major donor and local regulations and legal requirements is an advantage..
  • Competent in spoken and written English
  • Good mathematical skills.
  • Competent use of MS Office and google applications, especially spreadsheets.
  • Holder of a valid driving license
