TV Ad Campaign for the “Let Us Vote Lebanon” Project

1. Background

“Let Us Vote Lebanon” is a national initiative that aims to empower Lebanese citizens, especially first-time voters, youth, women, and other marginalized groups, to engage meaningfully and effectively in the 2026 parliamentary elections through targeted political education, anti-misinformation efforts, and inclusive capacity building that support both informed voting and political participation, including candidacy.

As part of this initiative, the project seeks to raise public awareness about the electoral process, the importance of citizen engagement, and the collective responsibility in safeguarding democracy. The TV ad campaign will serve as a key communication tool to reach the wider public and spark constructive discussions around elections in Lebanon.

 

2. Purpose and Messaging of the Campaign

The TV ad campaign will consist of four TV spots designed to initiate a national conversation around elections.

The campaign will also emphasize the inclusion of youth, women, and persons with disabilities and acknowledge that while electoral irregularities may occur, citizens can still play an active role in promoting transparent, fair, and democratic elections through awareness and engagement.

The ads will adopt a conceptual, emotional, and motivational approach that connects with people on a personal and civic level. 

 

3. Objectives of the Assignment

The primary objectives of this assignment are to:

  • Develop and produce four creative TV ads aligned with the project’s goals and messaging strategy.
  • Promote civic awareness and engagement by highlighting citizens’ roles in shaping democratic processes.
  • Ensure that messaging is inclusive and accessible, reflecting the perspectives of youth, women, and persons with disabilities.
  • Deliver content that is visually engaging, emotionally compelling, and adaptable across multiple media platforms.

 

4. Scope of Work

The selected company will be responsible for the following:

Concept Development

  • Present a creative pitch (including storyboards, mood boards, and narrative approach) for review and selection.
  • Develop four creative concepts that reflect the campaign’s objectives and tone.
  • Present storyboards and messaging approaches for review and feedback.

Scriptwriting and Pre-Production

  • Write final scripts for the approved concepts.
  • Handle casting, location scouting, and other preparatory work.

Production and Post-Production

  • Film and produce four TV ads in line with the approved concepts.
  • Deliver final products in broadcast and digital formats, with all rights cleared.

Coordination and Feedback

  • Work closely with the project team for content validation and feedback rounds.
  • Ensure alignment with the project’s communication strategy and brand guidelines.

 

5. Deliverables

  • Storyboards and scripts for each ad prior to production.
  • A detailed production and post-production plan with clear timelines.
  • Delivery of final materials in HD broadcast and digital formats.
  • Source files and full usage rights for all produced materials.
  • Four finalized TV ads (30 seconds each).

 

6. Timeline

The campaign is expected to run in January to March 2026, with the following delivery schedule:

  • Concept and script development: 10 days
  • Production and post-production: 4 weeks
  • Final delivery: First week of January

 

7. Qualifications of the Company

The company should demonstrate:

  • Proven experience in public awareness campaigns, preferably in elections.
  • Strong creative capacity in concept development, storytelling, and audiovisual production.
  • Familiarity with Lebanese social and political contexts.
  • Ability to produce inclusive and accessible content (Arabic subtitles, representation of marginalized groups, etc.).

 

8. Evaluation Criteria

Proposals will be evaluated based on:

  • Creativity and relevance of proposed concepts (40%)
  • Experience and past portfolio (25%)
  • Technical and production capacity (20%)
  • Financial proposal (15%)
