Anera invites qualified vendors to submit quotations to supply, deliver, and installation of Single-Span Greenhouse being sought, as follows:

RFQ No: LB/ANERA/BEY/2025/566

Title: Single Span Green House and Technological Integration for Enhancement of Farming Practices

Locations: Tyre (South Lebanon) and Central Bekaa

Submission: Send your quotation via email to procurement@aneralebanon.org no later than November 6, 2025 at 16:00 (Beirut local time), quoting our ref. number.

Inquiries and Point of Contact: Please direct any inquiries concerning this RFQ to: procurement@aneralebanon.org. All inquiries should be received in writing no later than November 3, 2025 by 11:00 am (Beirut local time). 

Anticipated Award Type: Firm Fixed Price Purchase Order 

Basis for Award: An award will be made to the responsible bidder whose bid is responsive to the terms of the RFQ and is most advantageous to Anera, considering price or/and other factors included in the RFQ. To be considered for the award, bidders must meet the requirements identified in Section 12, “Determination of Responsibility”. No discussions or negotiations are permitted with bidders, and therefore bidders shall submit their best and final price.  

General Instructions to Bidders:

• Send your quotation via email to procurement@aneralebanon.org no later than November 7, 2025 at 16:00 (Beirut local time), late offers will be rejected except under extraordinary circumstances at Anera’s discretion.
• Bidders shall submit quotes electronically (via procurement email on procurement@aneralebanon.org.
• Include a statement that the vendor fully understands that their quote must be valid for a period of 40 days.
• Bidders shall sign and date their quotation.
• Bidders shall complete Annex A: Price Schedule template. Value Added Tax (VAT) shall be included on a separate line.
• These goods/services are not eligible for VAT exemption under the Anera.

Questions Regarding the RFQ:

Each Bidder is responsible for reading very carefully and understanding fully the terms and conditions of this RFQ.  All communications regarding this solicitation are to be made solely through the Issuing Office and must be submitted via email to the Issuing Office no later than the date specified above.  All questions received will be compiled and answered in writing and distributed to all interested Bidders.

Technical Specifications and requirements for Technical Acceptability

• Attach corporate documents: Commercial Register ● Ministry of Finance Registration ● VAT certificate
• Atttach Company Profile: Demonstrated successful completion of similar projects, particularly in urban agriculture, rooftop gardens, or greenhouse construction and rehabilitation.
• Submit References from other organizations (for similar works)

• Provide a detailed list of technical specifications or requirements for the services/goods to be provided, use Annex B. 
• Final delivery is required by January 15, 2026 by multiple batches to Tyre (Sour) (South Lebanon) and Central Bekaa.
• Datasheets shall be required to validate the technical specifications for the offered goods. 
• Letter of conformity can be attached to confirm the quality of the offered items.
• Aftersales support, warranty terms and maintenance details for the tents.

Payment Terms

The Standard payment terms are up to 30 days bank transfer upon receipt of vendor invoices and proof of provision of satisfactory goods and/or service to the designated location defined by Anera.

Determination of Responsibility

Anera will not enter into any type of agreement with a vendor prior to ensuring the vendor’s responsibility. When assessing a vendor’s responsibility, the following factors are taken into consideration:

• Ability to comply with required or proposed delivery or performance schedules.
• Provide evidence of the required business licenses to operate in Lebanon (i.e., copy of commercial legal registration and financial/VAT registration certificates).
• Having adequate financial resources to finance and perform the supply and deliver goods without receiving advance payments.
• Have a satisfactory past performance record.
• Have a satisfactory record of integrity and business ethics.
• Be qualified and eligible to perform under applicable laws and regulations.

Quality Assurance 

All goods shall be of high quality warranted to be free from stones, insects, dirt, or and other contaminants. Confirmation of acceptance of quality shall be a condition for the effectivity of the PO and payment that shall be completed by Anera. Failure to meet the requirements, the contracted supplier will be required to handle all related costs for transportation and associated damages.

No Obligation:

• Issuance of this RFQ in no way obligates Anera to award a purchase order and Bidders will not be reimbursed for any costs associated with the preparation of their quote.
• Anera reserves the right to accept the whole or part of your offer.
• Information provided by the bidder will constitute the basis for any eventual award of purchase order.

Compliance with Terms and Conditions

Bidder shall be aware of the general terms and conditions for an award resulting from this RFQ. The selected Bidder shall comply with all Representations and Certifications of Compliance listed in Annex B. 

Anti-Corruption and Anti-Bribery Policy and Reporting Responsibilities:Anera conducts business under the strictest ethical standards to assure fairness in competition, reasonable prices and successful performance or delivery of quality goods and equipment. Anera does not tolerate any acts of corruption including:

• Any requests for a bribe, kickback, facilitation payment or gratuity in the form of payment, gift or special consideration by a Anera employee, Government official, or their representatives, to influence an award or approval decision.
• Any offer of a bribe, kickback, facilitation payment or gratuity in the form of payment, gift or special consideration by an bidder or subcontractor to influence an award or approval decision.
• Any fraud, such as mis-stating or withholding information to benefit the bidder or subcontractor.
• Any collusion or conflicts of interest in which a Anera employee, consultant, or representative has a business or personal relationship with a principal or owner of the bidder or subcontractor that may appear to unfairly favor the bidder or subcontractor. Subcontractors must also avoid collusion or conflicts of interest in their procurements from vendors. Any such relationship must be disclosed immediately to Anera management for review and appropriate action, including possible exclusion from award.

These acts of corruption are not tolerated and may result in serious consequences, including termination of the award and possible suspension and debarment by Anera, excluding the bidder from participating in future Anera business.

Any attempted or actual corruption should be reported immediately by either the bidder, subcontractor or Anera staff to: complaints@aneralebanon.org or via online form at https://www.anera.org/alert-us/ 

By responding to this call, the bidder confirms adherence to this standard and ensures that no attempts shall be made to influence Anera staff through bribes, gratuities, facilitation payments, kickbacks or fraud. The bidder also acknowledges that violation of this policy may result in termination, repayment of funds disallowed by the corrupt actions and possible suspension and debarment by Anera and other INGOs.
