Project Manager - Advocacy and Public Engagement

The project aims to promote the inclusion, participation, and rights of Persons with Disabilities (PwDs) in Lebanon through:

  • Committee formation and mobilization
  • Capacity-building and needs assessment
  • Small-scale inclusive initiatives
  • Media and advocacy campaigns
  • Establishment of a volunteering and advocacy hub for PwDs.

The project adopts a rights-based and participatory approach to strengthen the voice and representation of PwDs, foster community inclusion, and influence local and national decision-makers.

2. Project Implementation Locations

The project will be implemented entirely within South Lebanon, across multiple sites depending on the project phase:

  • Committee formation and training: at SBT’s premises in Marwanieh
  • Participatory needs assessment: field-based, conducted in selected villages where target PwDs reside.
  • Small-scale initiative implementation: in the location proposed by the PwD Committee, based on feasibility and relevance.

This geographical approach ensures accessibility, inclusion, and community engagement within Nabatieh, Marwanieh, and surrounding areas.

 

3. Working Hours and Schedule

  • Full-time position: 9 hours per day (including 1-hour break)
  • Schedule: Monday–Friday (5 working days per week)
  • Occasional 6th day may be required for field activities or community events, with prior coordination.
    This schedule allows for adequate time for fieldwork, coordination, documentation, and beneficiary support.

4. Purpose of the Role

The Project Manager (PM) will provide strategic leadership and technical oversight for the implementation of the MRG-funded project.
The PM will ensure that all activities are delivered efficiently, inclusively, and in compliance with donor requirements managing the full project cycle from planning to closure.

5. Key Responsibilities

Project Leadership & Coordination

  • Lead and manage the entire project cycle (planning, implementation, monitoring, closure).
  • Oversee outreach, selection, and mobilization of PwD committee members, ensuring diversity and gender inclusion.
  • Supervise field teams and volunteers across all project sites.
  • Manage all logistics, coordination, and quality assurance for field and training activities.

Technical & Advocacy Oversight

  • Design and facilitate or supervise induction and trust-building sessions using disability- and trauma-sensitive methods.
  • Coordinate and quality-assure the delivery of thematic workshops using inclusive and psychosocial methodologies.
  • Lead the participatory needs assessment process, ensuring meaningful engagement of PwDs and caregivers.
  • Provide technical input to the small-scale initiative to ensure accessibility and sustainability.
  • Lead the design and monitoring of media and advocacy campaigns with inclusive, conflict-sensitive messaging.
  • Establish and manage the PwD Volunteering & Advocacy Hub, ensuring sustainability beyond project closure.

 

Reporting & Compliance

  • Prepare timely narrative and financial reports in line with MRG requirements.
  • Maintain all project documentation (attendance sheets, photos, media coverage, reports).
  • Monitor project progress using gender- and minority-disaggregated indicators.
  • Ensure full compliance with donor visibility, procurement, and audit requirements.

Representation & Networking

  • Represent SBT in coordination meetings with municipalities, DPOs, local actors, and national working groups.
  • Strengthen partnerships with civil society, local authorities, and media stakeholders.
  • Serve as focal point with MRG for communication, reporting, and evaluation.

Financial & Administrative Management

  • Track project expenditure and ensure adherence to the approved budget.
  • Coordinate with Finance and Admin departments for procurement and payments.
  • Ensure transparency and accountability in resource use.

6. Qualifications and Experience

Education:

  • Bachelor’s degree in Psychomotricity, Occupational Therapy, Public Health, or Social Work (or a related field)., Psychology, or related field (Master’s preferred).

Professional Experience:

  • Minimum of 2 years of professional experience working with NGOs in project coordination or management.
  • Proven experience working directly with Persons with Disabilities (PwDs) or individuals with specific needs.
  • Demonstrated understanding of disability inclusion, accessibility standards, and rights-based approaches.
  • Experience managing donor-funded projects, preferably in advocacy, community mobilization, or inclusion.
  • Experience conducting or overseeing fieldwork and participatory assessments.

Skills and Competencies:

  • Strong coordination, facilitation, and communication skills.
  • Excellent organizational and reporting abilities (in English and Arabic).
  • Strong budget management and donor compliance skills.
  • Proficiency in MS Office and Google Workspace tools.
  • Ability to work with empathy, sensitivity, and cultural awareness.

7. Duration and Working Conditions

  • Contract Type: Full-time, fixed-term (18 months)
  • Duty Station: Marwanieh, with regular field visits across South Lebanon
  • Working Languages: Arabic and English

Given that no other dedicated project personnel will directly support this intervention, the Project Manager is expected to assume full leadership of all components, including technical oversight, field coordination, reporting, and external representation.
