Scope of Work

The Internal Auditor will be responsible for ensuring accountability, transparency, and the safeguarding of TFL’s resources through the evaluation and improvement of the adequacy and effectiveness of risk management, control, and governance processes.

 

Key Responsibilities

  • Review and evaluate the adequacy, efficiency, and effectiveness of internal controls across all TFL operations, programs, and projects.
  • Assess compliance with:
    • Organizational policies and procedures
    • Donor contracts and reporting requirements
    • Local laws and regulations applicable to NGOs
  • Evaluate the accuracy and reliability of financial and operational data.
  • Review the safeguarding of assets and verify their existence.
  • Identify potential areas of risk exposure and recommend mitigation measures.
  • Monitor the implementation of audit recommendations and management action plans.
  • Verify taxation and NSSF reports prior to submission.
  • Provide advisory support to management on strengthening internal policies and systems without compromising independence.
  • Conduct special reviews or investigations upon request by the Executive Director or the Board.

 

Deliverables

  • Annual Internal Audit Plan based on risk assessment (to be approved by the Board).
  • Quarterly Internal Audit Reports summarizing findings, risks, recommendations, and management responses.
  • Follow-up reports on previously issued recommendations.
  • Ad hoc reports for special reviews or investigations as needed.

 

Qualifications and Requirements

  • Bachelor’s degree in Accounting, Auditing, Finance, or a related field (Master’s degree or professional certification such as CPA, CIA, or ACCA preferred).
  • Minimum of 5 years of relevant auditing experience, preferably within NGOs or donor-funded programs.
  • Strong understanding of Lebanese tax, NSSF, and labor laws.
  • Demonstrated knowledge of risk-based audit methodologies and international auditing standards.
  • Excellent analytical, reporting, and problem-solving skills.
  • High professional integrity, independence, and attention to detail.
  • Proficiency in Microsoft Office Suite; knowledge of accounting software is an asset.
  • Familiarity with donor compliance frameworks (USAID, EU, UN, etc.) is a plus.
  • Availability to work from TFL’s Achrafieh office one day per week and remotely as needed for report preparation and coordination.
