1. Background
“Let Us Vote Lebanon” is a national initiative that aims to empower Lebanese citizens, especially first-time voters, youth, women, and other marginalized groups, to engage meaningfully and effectively in the 2026 parliamentary elections through targeted political education, anti-misinformation efforts, and inclusive capacity building that support both informed voting and political participation, including candidacy.
As part of this initiative, the project seeks to develop an evidence-based, audience-centered media and communication strategy to guide all upcoming campaign activities and ensure coherent, impactful messaging across traditional and digital platforms.
2. Scope of Work
The Media Strategist (firm or individual consultant) will be responsible for developing a comprehensive Media and Communication Strategy for the “Let Us Vote Lebanon” initiative. The strategy should define clear goals, audiences, key messages, channels, partnerships, and metrics for success.
The main tasks include:
a. Situational Analysis
- Conduct a rapid assessment of Lebanon’s current media and digital landscape (TV, radio, press, online, social media).
- Map existing narratives, misinformation trends, and opportunities for civic engagement.
- Identify key audiences, communication barriers, and preferred information sources per demographic group (youth, women, new voters, etc.).
b. Strategy Design
Develop a results-oriented media and communication strategy outlining:
- Vision, objectives, and strategic pillars.
- Audience segmentation and tailored approaches.
- Key messages and framing guidelines aligned with project goals.
- Recommended mix of media channels (TV, radio, digital, print, influencer, grassroots).
- Phased campaign timeline (pre-launch, launch, amplification, and post-election).
- Ensure all messaging reflects the campaign’s tone and branding.
c. Partnership & Outreach Plan
- Recommend partnerships with key media outlets, digital platforms, and influencers.
- Identify potential media allies, civic voices, and creative collaborators to amplify the campaign’s impact.
- Suggest outreach and collaboration models (paid, earned, and organic).
d. Media Buying & Placement Strategy
- Propose efficient budget allocations for media buying across channels.
- Recommend cost-effective distribution and content amplification tactics.
- Suggest monitoring and feedback mechanisms for optimizing visibility and reach.
e. Monitoring & Evaluation Framework
- Define measurable KPIs (reach, engagement, sentiment, conversion).
- Recommend data sources and tools for tracking and reporting.
- Develop templates for performance monitoring and adaptive communication management.
3. Deliverables
The Media Strategist will deliver:
- Draft Media & Communication Strategy: including analysis, findings, and preliminary recommendations.
- Final Strategy Document: incorporating LADE’s feedback and ready for implementation.
4. Qualifications
The consultant or firm should demonstrate:
- At least 5 years of experience in media strategy, political communication, or public awareness campaigns in Lebanon or the MENA region.
- Proven experience developing comprehensive communication strategies for civic engagement, elections, or advocacy.
- Strong understanding of Lebanon’s media ecosystem, audience behaviors, and digital trends.
- Familiarity with anti-disinformation communication and behavioral change strategies.
- Excellent writing and presentation skills in Arabic and English.
- Previous collaboration with NGOs, international organizations, or democracy-promotion initiatives is an asset.
5. Reporting & Coordination
The Media Strategist will report directly to LADE’s management team, in close coordination with LADE’s Communications Unit.
Regular coordination meetings will be held to review progress and validate deliverables.
