Community Engagement Consultant

Objectives of the Consultancy

The overall objective is to create a supportive environment for advocacy on child rights and protection in Lebanon by designing and delivering innovative, engaging, and impactful awareness initiatives.

Specific objectives include:

  • Design and produce context-appropriate awareness materials and tools.
  • Organize and implement community-wide awareness-raising campaigns.
  • Conduct community events, workshops, and seminars to engage multiple stakeholders.
  • Ensure effective communication and documentation of event outcomes.

Scope of Work and Key Tasks

The Consultant will be responsible for the following tasks:

1 Production of Awareness Materials and Tools (Activity 1.1.2.1)

  • Develop engaging audio-visual materials, interactive presentations, and other tailored awareness tools.
  • Ensure materials are aligned with child rights topics identified through the Needs Assessment.
  • Coordinate with consortium partners to validate and approve materials.

2 Organization of Mass Campaigns (Activity 1.1.2.2)

  • Design and implement four (4) large-scale awareness campaigns in collaboration with CBOs.
  • Use non-conventional, participatory formats such as recreational, social, artistic, sports, or cultural activities.
  • Ensure outreach of approximately 500 individuals per campaign per region.
  • Conduct perception surveys with selected attendees to assess changes in awareness.
  • 3 Organization of Community Events (Activity 1.1.2.3)
  • Organize 16 focused community events nationwide, with ~30 participants per event.
  • Facilitate seminars, workshops, and panel discussions on child rights and protection.
  • Engage experts, influencers, lawyers, professors, ISF/GS officials, and local stakeholders as moderators/speakers.
  • Ensure inclusion of diverse participants such as task force members, caregivers, children (with legal authorization), municipalities, and security institutions.

4 Communication of Outcomes (Activity 1.1.2.4)

  • Prepare social media content (posts, reels, testimonials) reflecting outcomes of campaigns/events.
  • Coordinate with consortium members for dissemination across official channels.
  • Support development of a 3-minute consolidated video documenting all campaigns/events.
  • Lead post-event surveys to evaluate the effectiveness and impact of awareness activities.

Deliverables

The Consultant will deliver the following outputs:

  1. Set of validated awareness materials and tools.
  2. Four (4) large-scale campaigns successfully implemented (with survey results).
  3. Sixteen (16) focused community events completed with reports.
  4. Communication package including:
    • Social media posts and testimonial reels
    • One 3-minute video documenting campaigns/events
    • Event reports and evaluation findings

Duration and Level of Effort

  • Estimated period: 1 year
  • Consultant must be available for travel to different Lebanese regions.

Qualifications and Experience

  • Advanced degree in Social Sciences, Development Studies, Communications, or related field.
  • Minimum [5+] years of experience in community engagement, advocacy, or awareness campaigns.
  • Proven experience in organizing large-scale events and community mobilization.
  • Strong understanding of child rights, protection frameworks, and Lebanese legal context (Law 422, CRC).
  • Excellent facilitation, moderation, and communication skills.
  • Experience producing multimedia awareness materials (videos, social media content).
  • Fluency in Arabic and English (French is an asset).

Reporting and Coordination

The Consultant will work under the direct supervision of the Project Managers of the consortium partners, CBOs, and key stakeholders.
