Executive Summary

This Post-Distribution Monitoring (PDM) report assesses the distribution of Core Relief Items (CRIs) and the allocation of emergency shelters to 515 newly arrived refugee households (1,499 individuals) in Maban County between January and March 2025. The monitoring exercise, which sampled 11.4% of beneficiary households (45 households) through Focus Group Discussions (FGDs), provide valuable feedback on the assistance provided to new arrivals which will be the base to improve the future assistance and implement some changes as required. Key successes from the distribution process include effective communication, with 100% of respondents acknowledging they were informed of their CRI entitlements prior to distribution. Furthermore, feedback on the quality of most core CRI items was generally positive. The provision of emergency shelters was valued as a critical intervention, significantly improving safety, privacy, and overall living conditions for beneficiaries. However, the report identifies a major challenge that impacted the effectiveness of the assistance: during the distribution period, a four-month gap in food assistance forced many of the refugees to sell or exchange CRIs, including kitchen sets, blankets, and buckets, to purchase food. This coping mechanism, coupled with increased rates of theft linked to the broader crisis, undermined the intervention's core objectives by depleting household CRIs stocks. While emergency shelters were appreciated for improving privacy and safety, some concerns were raised. A third of respondents found them adequate, though others noted issues with construction quality, limited space for larger families, and challenges for persons with disabilities. Security concerns were also highlighted, particularly regarding door strength. Among the CRIs, the collapsible jerrycan was specifically identified as not durable and not suitable.
