Scope of responsibility: MSF
Participate in the planning, supervision and coordination of mental health / pycho-social related services in the programme in accordance with standards in order to provide the most appropriate mental health support for patients
Function responsibilities include:
- Participate in the planning, organization and coordination of Mental Health activities, in close collaboration with the Mental Health activity manager and other medical team members, in order to ensure an efficient and effective implementation of the resources needed while maintaining high levels of quality in Mental Health MSF programs and activities.
- Coordinates activities of counseling services with other relevant actors and liaises with the local counterparts (like MoH, WHO, ICRC and NGO) on mental health matters, including referral services.
- Supervise the daily mental health activities and patient support according to MSF protocols and standards in order to provide the most appropriate support for clients with psycho social needs
- Liaise with the other MSF team members of the project.
- Supervise, in close coordination with the HR department, the associated processes (recruitment, training/induction, evaluation, potential detection, development and communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required
- Oversee the administrative processes associated with psychosocial functioning.
- When needed, give psychological support to patients according to MSF protocols to improve mental health conditions of patients and enhance their functionality.
- Compile the data and statistic linked with MH activities and report to the MH activity manager
- Offer clinical counselling supervision to mental health counsellors in collaboration with the Mental Health Activity Manager.
- Ensure the patient’s related information is kept confidential
Specific Accountabilities
- Supervise and support the implementation of mental health and psychosocial activities across MSF-supported PHCCs, MMUs and BGH, ensuring that interventions follow MSF standards, protocols and the project’s mental health strategy.
- Conduct regular field visits to PHCCs, MMU/MH MMU sites and BGH to provide clinical and technical supervision to psychologists and counselors including direct observation (shadowing), feedback, and case discussions to maintain quality of care.
- Provide coaching and mentoring to counselors and psychologists to strengthen counseling skills, clinical documentation and patient-centered approaches.
- Support mhGAP-trained doctors in clinical decision-making through ongoing supervision, coordination with the psychiatrist and reinforcement of mhGAP and MSF mental health guidelines.
- Participate in coordination and supervision meetings with the Mental Health Activity Manager (MHAM) to review progress, discuss challenges, and plan joint actions for continuous service quality improvement.
- Ensure systematic case reviews are conducted with each team (MMU, PHCC, BGH) and that severe or complex cases are discussed with the supervising-psychiatrist and MHAM for appropriate management and referral.
- Oversee and ensure accurate completion and timely submission of all mental health forms and data tools (e.g., consultation forms, follow-up sheets, group activity reports, and Excel databases) by the team, guaranteeing data quality and consistency.
- Monitor performance indicators and support the MHAM in data validation and analysis, identifying trends, challenges and training needs.
- Ensure effective communication and collaboration between MMU, PHCC and clinic teams, fostering a cohesive multidisciplinary approach with medical, HP, and SRH staff.
- Support the integration of mental health services into primary care through regular coordination with PHCC focal points, capacity building, and identification of systemic barriers.
- Participate in recruitment, induction and evaluation processes for mental health staff, contributing to the identification of training needs and professional development plans.
- Ensure that all patient information and supervision notes are handled confidentially and stored securely in accordance with MSF’s data-protection standards.
- Actively contribute to project reviews and proposal updates by sharing field observations, recommendations, and best practices for improving quality and continuity of mental health care
Requirements
Education
- Degree in Clinical Psychologists or Med Psychiatrist
- License to practice clinical Psychology in Lebanon, issued by the Ministry of Public Health
- Certificate of registration at the order of Psychologists in Lebanon
Experience
- Psycho-social experience of at least 2 years
Languages
- Full professional proficiency using the Arabic
- Limited to full professional proficiency in English
Knowledge
- Desirable: Training or background in recognized mental health approaches (e.g., Cognitive Behavioral Therapy Systemic Therapy, Trauma-Informed Care or other evidence-based modalities) is considered an asset.
