Consultant on Gender Equality, Safety, and Inclusion

Location: Akkar Governorate, Lebanon Contract Type: Framework Agreement Duration: within 12 months

1. Project Overview

Under the project “Improving Food Security, Livelihoods, and Inclusion of Women and Vulnerable Groups, and Promoting Gender Equality in North Lebanon,” funded by the Federal Ministry for Economic Cooperation and Development of Germany (BMZ) through RET Germany and implemented by GATE Lebanon, we are seeking qualified individual consultants or companies to deliver targeted training, coaching, awareness sessions, and mentorship activities in Akkar.

The assignment will support individuals, communities, women-led NGOs, cooperatives, SMEs, and women/youth groups to build their capacities in women empowerment & safety, enhance gender equality, support women inclusion and participation in decision-making.

2. Project Location

· Akkar Governorate, North Lebanon

3. Target Groups

The consultant will work with one or more of:

· Individuals, primarily women and youth

· SMEs, women-led cooperatives, NGOs, and women groups

· Community leaders, municipality police, and authorities

4. Scope of Work

4.1. Assessment of NGOs and groups for capacity building and TOT training:

· Conduct needs assessments for NGOs, cooperatives, and women-supported groups to determine needs and staff capacities to participate in ToT. Including questionnaires (digital & hard copy) to assess education level, knowledge and experience.

· Develop pre- and post-tests (10 questions each) to measure knowledge and progress.

· Prepare tailored TOT training plans based on assessment results.

4.2. Training & Implementation

· Design and deliver Training of Trainers (ToT) programs covering:

o Gender equality & women’s empowerment

o Psychosocial support (PSS)

o Self-care practices

o Digital safety for women & youth

o Women’s rights, GBV, CP, and referral pathways

· Conduct training and awareness sessions for community members, municipal police, authority representatives, scouts, and women/youth groups.

· Provide one-on-one coaching if and where needed.

· Suggest events and community events relevant to the topics, including International Days.

· Implement and manage events.

4.3. Reporting & Monitoring

· Submit reports for each session, including attendance, achievements, challenges, and recommendations.

· Provide final consolidated report summarizing impact, results, supported SMEs/groups, and recommendations.

· Analyze pre-/post-test results and propose improvements.

All reports must be submitted in English, electronically in Word/PDF, within 15 working days after each session or event.

6. Consultant Profile

Eligible applicants include certified individuals, or consulting firms, and/or universities with:

· Minimum 10 years of proven experience in gender, protection, PSS, social work, or related fields

· Master’s degree in psychology, social work, gender studies, or related discipline

· Experience working with women, vulnerable groups, NGOs, and refugee communities

· Strong knowledge of gender equality, GBV, child protection, referral pathways

· Demonstrated ability to design simplified, practical training tailored to low-literacy individuals and beneficiaries

· Strong reporting, analytical, and communication skills

· Fluency in Arabic (mandatory) and English (required for reporting)

A background in clinical psychology is an asset.

7. Logistics & Operational Requirements

· GATE Lebanon will approach beneficiaries and secure the training venues and basic materials.

· Consultants must be able to travel across Akkar.

· Sessions should maximize cost efficiency (preferably implement two sessions/day).

· Transportation, insurance, and all other consultants’ costs must be included in the financial offer.

· Accommodation, if needed, must be clearly stated.

· Consultant must specify minimum and maximum participants per session.

8. Financial Offer Requirements

All prices must be in Euros (€). Payments may be made in Euros or their equivalent in USD at the exchange rate on payment date. No advance payments will be issued.

The financial proposal must include a cost breakdown for:

8.1 Needs Assessment to select NGOs and their staff for TOT

· Cost per NGO/women group/cooperative for eligibility, needs assessment, and reporting to shortlist staff for TOT training.

8.2 ToT Training

· Cost per session (minimum 2 hours/ session)

· Please include the topics for the TOT training

8.3 Community Members Training & Awareness Raising Sessions

· Cost per session (minimum 2 hours/session)

· Topics may include:

o PSS

o Digital safety

o Gender equality

o Yoga, sports, art therapy for women & adolescent girls

o Self-care

o Other relevant topics

8.4 Reporting & Preparation Days

· Number of days required for final report.

· Cost per day.

· Implement or manage events Cost could be per day. (this is when the consultant will be managing the implementation in the field).

9. Ethical Considerations

The consultant must strictly adhere to:

· Protection of personal data

· GATE Lebanon’s safeguarding policies

· Confidentiality and non-discrimination

· Safe identification and referral of protection concerns
