Building Safe and Supportive Schools Institutional Actions to Prevent Bullying - Policy Brief

Bullying in Lebanese schools presents a significant challenge, deeply impacting students' mental health, academic performance, and overall well-being. The findings from the Global School-Based Student Health Survey (GSHS) in 2024 underscore the prevalence of both bullying and cyberbullying, demanding urgent and coordinated action. The negative repercussions, including anxiety, depression, low self-esteem, social isolation, decreased academic performance, school avoidance, and increased dropout rates, highlight the critical need for comprehensive prevention strategies.

The FAIR GAME Project, through its innovative "Theatre of the Oppressed" methodology, has demonstrated a powerful approach to engaging youth in identifying issues and advocating for change. In Lebanon, and through the FAIR GAME project, Chabibeh Sporting Club involved students directly in legislative theatre activities. This not only raised awareness but also gathered crucial insights that informed the specific recommendations outlined in this brief.

This policy brief calls for a dual-pronged approach, targeting both systemic changes at the Ministry of Education and Higher Education (MEHE) level and concrete actions within individual schools. Recommendations for MEHE include strengthening counseling systems, institutionalizing anti-bullying policies, mandating regular teacher training, supporting the rehabilitation of students who bully, and promoting student rights. For schools, the focus is on establishing clear anti-bullying policies, enhancing counseling services, building teacher capacity, supporting students who bully, and raising student awareness.

By collectively committing to these recommendations, Lebanon can move towards creating truly safe, supportive, and inclusive school environments where every student feels respected, protected, and empowered to thrive. The goal is to foster a culture of zero-tolerance for bullying, ensuring the emotional safety and academic success of all learners.
