Job Title:  Community Engagement Officer

Reporting to: WW Project Manager/Economic Recivery Project

SCOPE OF THE POSITION

Within the framework of the Economic Recovery Project funded by the Agence Française de Développement (AFD) and implemented by WeWorld and partners in South Lebanon and the Bekaa Valley, the Community Engagement Officer supports WeWorld‑led activities on municipal governance, participatory recovery planning and community‑based early recovery.

The Officer ensures meaningful participation of women, men, youth, refugees, IDPs and other vulnerable groups in the design and implementation of Quick Impact Projects (QIPs), Municipal Recovery Plans (MRPs) and community projects, in close coordination with municipalities, Unions of Municipalities, community committees and other local stakeholders.

S/he works closely with the WeWorld project team, MEAL unit and technical staff, ensuring accountability to WeWorld policies and donor (AFD) rules and regulations

KEY RESPONSIBILITIES

  1. Community outreach & mobilization
  1. Conduct regular field visits in target municipalities, organize community meetings and information sessions, and support the implementation of project activities at community level.
  2. Map and maintain relationships with community structures (committees, cooperatives, CBOs, women’s and youth groups, OPDs, informal leaders) and support inclusive outreach so that women, youth, refugees, IDPs and persons with disabilities can participate in project activities.
  1. Support to municipal recovery & participatory planning
  1. Support participatory assessments and consultations that feed into MRPs and other local recovery / development plans, and liaise regularly with municipalities and Unions of Municipalities to collect local priorities and share community feedback.
  2. Contribute to the identification and design of QIPs and community projects, ensuring that proposals reflect community needs, conflict‑sensitivity, gender and environmental considerations.
  1. Accountability, feedback & conflict sensitivity
  1. Promote WeWorld’s Feedback, Complaints and Response Mechanism (FCRM) at community level and support safe, confidential collection and referral of feedback and complaints, especially from women and other vulnerable groups.
  2. Identify and flag potential tensions, exclusion risks or complaints linked to project activities  support basic mediation when needed and ensure that all engagement activities respect “do no harm” principles and are conflict and gender‑responsive.
  1. Information management, documentation & reporting
  1. Ensure timely and accurate collection and archiving of documentation for community engagement and planning processes (attendance lists, minutes of meetings, consent forms, photos and other evidence).
  2. Prepare regular activity reports (weekly / monthly) highlighting progress, challenges, risks and community feedback, and contribute qualitative inputs and lessons learned for MEAL and communication purposes.
  1. Internal Coordination
  1. Coordinate closely with the WeWorld Project Manager, MEAL staff and technical focal points (governance, agriculture, livelihoods, logistics, finance) to align community engagement with the project workplan.
  2. Participate in internal coordination meetings and trainings and perform any other relevant tasks assigned by the Project Manager in line with the project’s objectives.

QUALIFICATION AND EDUCATION REQUIREMENTS

  • University degree in social sciences, development studies, public administration or another relevant field, or equivalent professional experience.
  • At least 3 years of experience in community mobilization, civil society engagement, local governance or similar roles in development and/or humanitarian projects.
  • Proven experience working with municipalities / Unions of Municipalities and community committees in Lebanon; experience in the South (especially Tyre) is a strong asset.
  • Excellent communication and facilitation skills, with strong team spirit and the ability to work independently, take initiative and meet deadlines in a complex context.
  • Good understanding of conflict‑sensitive, gender‑responsive and inclusive approaches; experience engaging women, youth, refugees/IDPs and persons with disabilities is an asset.
  • Fluency in written and spoken Arabic and good command of English.
  • Good computer skills (MS Office and basic digital tools; familiarity with digital data collection is an advantage).
  • Valid driving license and willingness to travel frequently within the area of intervention.
