Position Title: Engineering & Infrastructure Coordinator
Duty station: Tyre (South Lebanon), with frequent travel to municipalities in South Lebanon and occasional travel to the Bekaa Valley
Reporting to: WeWorld Project Manager – Economic Recovery Project
WORKING CONTEXT
Within the new Economic Recovery Project funded by the Agence Française de Développement (AFD) and implemented by a consortium led by WeWorld alongside LRI, FJPII, IECD and The Nawaya Network, the action aims to:
- restore conflict‑affected agricultural land, water infrastructure and ecosystems,
- support farmers, cooperatives and MSMEs, and
- strengthen municipal governance and recovery planning in South Lebanon and the Bekaa Valley.
WeWorld is specifically responsible for rehabilitating small‑scale agricultural and water infrastructure, supporting labor‑intensive recovery works, and designing and implementing municipal Quick Impact Projects (QIPs) and community projects in coordination with local authorities and national institutions.
The Engineering & Infrastructure Coordinator – South will lead the technical design, procurement, supervision and quality control of WeWorld’s infrastructure and engineering components in the South cluster (Tyre and surrounding areas), ensuring that all works comply with Lebanese regulations, environmental and social safeguards, and AFD requirements.
KEY RESPONSIBILITIES
- Assessments, design and planning
- Lead or support technical assessments of damaged or priority infrastructure (irrigation canals, small water systems, agricultural access roads and small municipal/community works) in target municipalities in South Lebanon.
- Prepare or review designs, drawings, Bills of Quantities (BoQs) and technical specifications, ensuring technically sound, climate‑smart solutions compliant with Lebanese standards and project environmental and social commitments.
- Provide technical inputs for the prioritization and phasing of works, in line with Municipal Recovery Plans, QIPs and community projects.
- Procurement and contract management
- Draft technical sections of tender dossiers (ToRs, drawings, BoQs, evaluation grids) for works, services and technical supplies.
- Support the procurement team during tenders (clarifications, technical evaluation of bids) and advise on contractor/consultant selection from an engineering perspective.
- Ensure that contracts adequately reflect technical requirements, timelines, quality standards and safety obligations.
- Supervision of works and quality assurance
- Conduct regular site visits to monitor progress, verify quantities and quality and anticipate technical issues on all WeWorld worksites in the South cluster.
- Supervise contractors and consulting firms to ensure compliance with approved designs, specifications and schedules, and with safety and environmental and social safeguard requirements.
- Validate technical reports, as‑built drawings and payment certificates and promptly report delays or deviations to the Project Manager.
- Technical support to QIPs and community projects
- Provide engineering support for QIPs and community projects derived from Municipal Recovery Plans in the South cluster (e.g. small road and water network works, solar streetlighting, rehabilitation of public spaces and basic facilities).
- Coordinate with municipalities, Unions of Municipalities, Water Establishments and Civil Defense units on technical scoping, access and operation & maintenance responsibilities for completed works.
- Coordination and Representation
- Act as engineering focal point for WeWorld in South Lebanon, coordinating closely with the Project Manager, MEAL, livelihoods/agriculture and community engagement teams to align infrastructure works with the overall workplan.
- Participate in relevant field‑level technical coordination meetings and represent WeWorld with municipalities, public institutions, consortium partners and other NGOs when requested.
- Reporting, Documentation& Learning
- Prepare concise weekly/monthly technical updates on all infrastructure and technical activities in the South cluster.
- Ensure systematic filing (electronic and hard copy) of designs, BoQs, contracts, site reports, photos, acceptance/handover documents and O&M plans.
- Provide technical inputs to MEAL tools (indicator tracking, post‑implementation monitoring, lessons learned) and to donor reports on infrastructure components.
Qualifications and Job Requirements
- University degree in Civil Engineering, Hydraulic Engineering or related field; registration with the Order of Engineers is an asset.
- Minimum 5 years of experience in the design and supervision of construction/rehabilitation works, preferably related to rural/agricultural roads, irrigation or small water infrastructure.
- Experience working with INGOs or international organisations on recovery, early‑recovery or development projects; familiarity with AFD procedures is an asset.
- Previous experience in South Lebanon (Tyre and surrounding districts) and/or other conflict‑affected rural areas is a strong advantage.
- Strong skills in technical assessment, design (including BoQs and drawings) and construction supervision; good knowledge of Lebanese construction and safety norms.
- Excellent communication and coordination skills with contractors, authorities, communities and project teams; ability to manage multiple sites and respect deadlines.
