Background

 

The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, and emergency food security, legal assistance, and water, sanitation and hygiene sectors.

The Norwegian Refugee Council (NRC) is expanding its technical capacity to support the implementation of complex infrastructure and utility-related interventions. To ensure technical rigor across design, implementation, and handover stages of various projects, NRC aims to establish a pool of qualified individual consultants across different engineering disciplines.

 

Objective

 

The objective is to contract engineer with technical expertise shelter and WASH to support NRC's projects on an as-needed basis. The engineer will provide deliverables at key project milestones: Assessments, supervision and design, sourcing, mobilization implementation including daily field visits and household, and handover.

 

Scope of Work

 

Provide technical support and oversight for the design, review, and implementation of all shelters rehabilitation works. The Shelter and WASH engineer is responsible for assisting in the day-to-day supervision of Shelter and WASH activities, through carrying out quality technical assessments and technical follow-up, supervising the rehabilitation works and submitting daily reports.  The engineer will be responsible for ensuring all works are executed in accordance with relevant engineering standards, codes, and project specifications.

 

 

Key Responsibilities

 

  • Carry out rapid, precise and technical needs assessments for shelters  in line with NRC’s project criteria intervention.
  • Produce accurate drawings, reports, measurements (BoQs) and/or photographs as evidence of a rehabilitation works
  • Check plans, drawings and quantities for accuracy of calculation.
  • Ensure minimum Shelter and WASH standards (based on SPHERE) are applied and maintained in shelters
  • Monitor, supervise and inspect the quality of the works to ensure conformity with the technical specification as specified in the Bill of quantities (BOQ) and scope of works, drawings and design requirements compliance with design requirements and safety regulations.
  • Ensure that all materials used, and work performed address beneficiaries’ needs and ensure safety by doing safety inspections of the sites.
  • Report all protection related concerns following internal and external referral pathways and report code of conduct breaches especially those that affect vulnerable populations.
  • Ensure proper filing of Shelter/WaSH technical documents according to procedures.
  • Report activities using distribution lists, field reports, attendance lists and Kobo online activity reporting
  • Perform any other relevant  or emergency related duties as required by the supervisor.

 

Competencies

  • Bachelor’s degree in civil engineering, Mechanical Engineering, or Architecture
  • Minimum of three year of relevant work experience in construction companies, NGO, or any related construction domain.
  • Knowledge of the NGO operations and dynamics of the humanitarian sector.
  • Previous experience as a contractor and site management
  • Proficiency in MS Office (words and excel)
  • Proficiency of CAD programmes and computer-based drawings
  • Good command in spoken and written English
