Objective of the Service
The objective is to conduct pre-installation technical validation of all delivered solar system components (panels, batteries, inverters, mounting structures, cabling, breakers, protection units, etc.) to ensure full compliance with the approved BOQ, technical requirements, and project guidelines.
Scope of Service
- Attend coordination briefing with Anera to review the approved BOQ, technical specifications, supplier obligations, and validation templates for both Jbal Al Botom (household systems), Ain Ebel and Ain Kafarzabad (centralized system).
- Verify conformity of all items against the approved BOQ, including:
- Type, capacity, and wattage of solar panels
- Battery type and storage capacity
- Inverter model and power rating
- Mounting structures and fixation accessories
- DC/AC cables, breakers, protection units, and all balance-of-system components
- Protection units and all balance-of-system components
- (Ain Ebel/ Ain Kafarzabad) Main protection panel configuration, battery bank setup, MCCBs, earthing systems, and overall safety components
- Check quality standards, ensuring all items are:
- New, unused, undamaged
- Compliant with minimum technical and safety requirements
- Suitable for rooftop installation and local environmental conditions
- Check quantities delivered per household package (Jbal Al Botom) and confirm completeness of centralized system components (Ain Ebel/ Ain Kafarzabad) before installation.
- Ensure proper labeling, serial numbers, and traceability for solar panels, batteries, inverters, protection devices, and cables.
- Document all findings through photos, checklists, serial numbers, and validation sheets.
- Report immediately to Anera any discrepancies, missing items, faulty components, or deviations from approved specifications.
- Prepare a final validation report summarizing compliance status, discrepancies, and clearance for installation for both Jbal Al Botom and any Ain Ebel/ Ain Kafarzabad-related items inspected.
Key Deliverables
- 30 household-level validation checklists confirming approved materials.
- Photo documentation of all items inspected.
- Serial number log for key components (panels, batteries, inverters).
- Discrepancy report, if applicable.
- Final consolidated validation report covering all 30 households and any Ain Ebel/ Ain Kafarzabad components inspected.
Timeframe and Reporting
The consultancy is estimated to work approximately 12 months, including field inspections, data compilation, and reporting.
The consultant will report directly to the Project Officer – Economic Development Department, and work in close coordination with the procurement department and engineering team, especially when reviewing Ain Ebel/ Ain Kafarzabad’s central system components.
Qualifications and Competencies
The consultant should possess the following:
- Bachelor’s degree in Electrical Engineering, Renewable Energy Engineering, or related discipline.
- Minimum 3 years of experience in solar PV installations, inspection, or technical assessments.
- Proven expertise in off-grid, on-grid, or hybrid solar systems.
- Strong understanding of solar panels, inverters, batteries, and BOS components.
- Experience in quality assurance and technical validation.
- Strong reporting and documentation skills.
- Ability to travel to Jbal Al Botom and Ain Ebel/ Ain Kafarzabad independently.
