Call for Consultant: Organizational Development and Green Readiness Coaching
Background
This call is launched within the framework of the Green Forward Programme, funded by the European Union and implemented by SPARK in partnership with Business Incubation Association in Tripoli (BIAT). The programme aims to strengthen competencies related to sustainability, impact measurement, organizational development, and strategic planning.
About BIAT
BIAT is a Lebanese non-profit organization dedicated to supporting entrepreneurship, MSME growth, and local economic development. Through business incubation, capacity building, access to finance, and ecosystem strengthening, BIAT works to stimulate job creation, enable innovation, and build resilient economic opportunities across Lebanon.
About SPARK
SPARK is a Netherlands-based international NGO that develops higher education and entrepreneurship programmes enabling young people, particularly women and refugees, to access opportunities to study, work, and grow their own businesses in fragile and conflict-affected communities. With over 25 years of experience, SPARK has become a sector leader in higher (vocational) education, entrepreneurship, and MSME development, supporting ambitious individuals to lead their societies toward stability and prosperity. Its mission is to develop higher education and entrepreneurship so that ambitious people can contribute to post-conflict recovery, and its vision is to remain a leader within this niche globally.
The Green Forward Programme
The programme aims to strengthen Business Support Organizations (BSOs) as ecosystem enablers, bridging the gap between policy frameworks and small and medium enterprises (SMEs) to accelerate the transition toward a green and inclusive economy. The action promotes innovative green business models and fosters collaboration between stakeholders to support sustainable development.
The programme delivers two main outcomes:
Outcome 1: Strengthened capacity of regional networks of existing BSOs and related associations.
Outcome 2: Strengthened knowledge and capacity of BSOs and related associations in the Southern Neighborhood region on green business and Sustainable Consumption and Production (SCP).
Objective The assignment consists of providing targeted individual coaching services under specific topics related to organizational development, sustainability, strategy, communication, and financial planning in order to strengthen the capacity of BSOs by offering tailored guidance that helps them integrate green practices, improve internal systems, and enhance their ability to support SMEs in adopting sustainable and circular business models.
Consultants should apply only for the subtopics aligned with their expertise. More than one consultant may be contracted to cover the full scope.
Scope of Work
For each selected coaching topic, the consultant will:
- Deliver two individual coaching sessions (approximately 2 hours each).
- Support the development of the required output under each topic.
- Provide templates, tools, and guidance tailored to the topic.
- Review produced materials and give structured feedback.
- Submit a coaching summary report.
- Ensure that coaching is delivered according to the KPIs that will be provided by BIAT/SPARK for each topic.
Note: KPIs and required outputs will be shared in an annex at a later stage.

- Green knowledge and sustainability basics
- Workshop design and facilitation
- Strategy alignment and environmental pathways
- Financial forecasting and sustainability planning
- Market access and export readiness
- Peer-learning system design
- Communication, branding, and storytelling
Expected Deliverables
- Session plan
- Pre/post coaching assessment
- Two coaching sessions delivered
- Output produced according to the KPI requirements
- Coaching report including:
- Assessment of the BSOs starting point
- Progress achieved measured using pre and post test
- Remaining gaps and recommended follow-up action
Duration
The assignment is expected to take place during December 2025 – January 2026.
Qualifications
- Demonstrated expertise in the selected coaching topic
- Demonstrated expertise in EU-funded programmes or with BSOs support initiatives is required
- Minimum 5 years of relevant coaching or advisory experience
- Strong facilitation and communication skills
- Experience providing individualized support
- Fluency in Arabic and English

Technical Evaluation – 60 percent
- Relevant experience in the selected topic
- Appropriateness of methodology
- Understanding of assignment requirements
- Quality of previous work
Interview – 20 percent
- Clarity of approach
- Communication skills
Financial Proposal – 20 percent
- Cost-effectiveness

- Only individual consultants are eligible. Firm applications will not be considered.
- Only the top three applicants based on the technical evaluation will be invited to the interview stage.
