Position’s mission:
To supervise and manage the Non-Technical Survey team and ensure the team management, deployment of team members in the field, reporting, team equipment and safety, and compliance with HI SOPs, National Mine Action Standards (NMAS), and International Mine Action Standards (IMAS). The NTS Team Leader is responsible for the effective management, coordination, and supervision of all Non-Technical Survey activities. This includes proper deployment of the NTS team, liaison with communities and stakeholders, ensuring high-quality data collection, accurate reporting, and supporting Land Release operations through EORE and victim assistance data collection when required. The role ensures safe, efficient, and compliant NTS operations that contribute directly to land release, community safety, and prioritization of clearance operations.

Missions / Responsibilities:
Responsibility 1: Lead and conduct non-technical survey activities in parallel with other MA activities
Aim: Conduct survey in accordance with SOPs and NMAS and IMAS
Activities:
- Lead on the planning and delivery of NTS activities, under the Supervision CoO and TFM, and ensure that NTS activities are conducted in compliance with National Mine Action Standards and HI’s Standard Operating Procedures.
- Ensure all NTS operations follow National Mine Action Standards and HI SOPs.
- Support induction and training of new NTS team members
- Collect and analysis existing desktop and secondary data prior to conducting NTS tasks.
- With the NTS team, gather geographic, socio-economic and impact information on explosive ordnance-affected communities
- Lead on implementing pre and post intervention surveys to measure the impact of HI’s mine action activities on targeted communities
- Act as the main focal point with community representatives for the planning and monitoring of NTS activities.
- Establish and maintain a wide information network including authorities, communities, NGOs, and other possible sources of information
- Support the Land Release operations by assuming EORE activities and Mine Victim Assistance (Data Collection) and Clearance when required.
- Assume any other duties as directed by the Line Manager.
Responsibility 2: Reporting
Aim: deliver efficient and accurate NTS reports.
Activities:
- Keep accurate records of daily activities, the team’s outputs and beneficiaries reached using standard reporting formats, according to HI procedures.
- Prepare all NTS reports to assigned tasks (cancellation, CHA, SHA, Completion,)
- Submit NTS reports to LMAC via IMSMA CORE and different means.
- Report issues faced during project implementation to the Project Manager
- Document success stories and lessons learned for development of donor reports and case studies.

- Any other duties as directed by the Line Manager Prepare the daily, weekly, monthly report and the report per task and deliver them to the COP;

Responsibility 3: Team management
Aim: Manage the NTS team and ensure the efficiency of their results
Activities:
- Ensures a good communication, coordination and information of each member of the team and other colleagues, through regular team meetings and proper/relevant information sharing
- Organize regular team meetings and safety briefings.
- Oversees team’s planning (action plans, leaves planning, weekly movement plan, etc.)
- Supports and builds the capacity of the colleagues under his/her management, and assesses the needs for additional training
- Ensures that appraisals of the employees are done according to the HR procedures and is aware of the professional evolution of each staff member, and its development within the mission
- Ensure conflict resolution (personal and professional) within the team and informs the supervisor when necessary
Responsibility 4: Safety, Security & Compliance
- Ensure all NTS activities are conducted safely and follow HI SOP and NMAS guidelines.
- Report incidents, near-misses, or unsafe conditions immediately.
- Ensure the team respects HI PPE and operational safety instructions.
- Uphold HI safeguarding, and confidentiality policies.
- Ensure proper use, maintenance, and accountability of team equipment and devices (GPS, radios, tablets, cameras).

Qualifications:
Education:
Essential: IMAS EOD Level 1 qualification
Desriable: Valid driving license.
Experience:
- Essential: Minimum of 3 years of experience in Mine Action.
- Essential: Previous experience and formal training/ LMAC certificate in Non-Technical Survey.
- Essential: Strong knowledge of IMAS and NMAS.
- Essential: Experience in data collection, interviews, surveys, and field assessments.
- Essential: Geographic knowledge of topography, map reading, GPS, compass use, and digital tools.
Language:
- Essential: Fluent Arabic & English (professional working proficiency required).
Cross-sector skills:
- Strong data collection, interpretation, and analysis skills.
- Computer literacy (Microsoft Word, Excel, PowerPoint, Outlook).
- Knowledge of radio communication systems.
- Ability to work in remote and potentially volatile areas.
- Effective communication and interview techniques, and strong community engagement skills.
- Excellent organizational and planning abilities.

Basic salary ranges for the position is going to be paid according to the experience and to HI salary Grid.
Basic Salary: Starting 1257.22USD
