Lebanon - Syrian Returns & Movements Snapshot 30 November 2025

Refugee returns

Since 8 December 2024, UNHCR estimates 1,260,240 Syrians have returned to Syria from neighbouring countries, including some 437,586 from or via Lebanon. Returns are taking place through official and unofficial border crossing points, which complicates tracking. Since January 2025, 379,103 Syrians known to UNHCR have been inactivated due to confirmed or presumed return to Syria by either confirmation or presumed return to Syria. On 1 July 2025, Lebanon's General Directorate of General Security (GSO) began waiving exit fees, overstay fines, and re-entry bans for Syrians and Palestinian refugees from Syria. UNHCR also launched its Voluntary Repatriation Programme in July, the return of Syrians who wish to go home, including provision of a return cash grant and organized transportation when required. As of November 2025 (Voluntary Repatriation Programme - Lebanon, 30 November 2025 ), 45,195 Syrian individuals (9,504 families) underwent voluntary repatriation assessments by UNHCR and supported with return, with 36% returning to Homs governorate in Syria. 74,231 Syrian individuals (13,897 cases) remain interested and in the pipeline for facilitated return. 33% of remaining families interested in return reside in Bekaa, Baalbek and El-Hermel governorate.
