Première Urgence Internationale (PUI) is a non-profit, non-political, and non-religious Humanitarian NGO. Its objective is to bring about a global response to the basic needs of populations suffering from acute humanitarian crises and to allow them to recover their autonomy and dignity. In close respect to humanitarian principles, PUI promotes humanitarian access and dialogue with all components of the civil society in Lebanon, and delivers assistance based on the needs, regardless of religion, politics, and ethnic matters. Today, PUI is intervening in 23 countries in Africa, the Near East, Caucasus, Asia, and the Caribbean to cover the needs of populations affected by conflict, natural disasters, or economic crises. PUI in Lebanon has been implementing emergency and recovery projects in Water, Sanitation and Hygiene, Shelter Rehabilitation, Health, Protection, and in Livelihood Recovery sectors.
General Objective:
The Humanitarian Affairs Assistant supports the Humanitarian Affairs Department in strengthening staff safety, security, and humanitarian access by contributing to context analysis, risk monitoring, access coordination, and information management. The position aims to enhance operational continuity and ensure staff duty of care across all areas of intervention, with particular attention to high-risk or hard-to-reach locations, by providing timely reporting, effective coordination, and consistent implementation of PUI’s safety, security, and access frameworks. The position focuses on three key areas of responsibility:

Safety, Security, and Access Support
•Monitor and analyze contextual developments (security, political, humanitarian, access, and social dynamics) in PUI’s areas of intervention, with a strong focus on South Lebanon, Nabatieh Governorate, border-adjacent areas, and other high-risk locations, and proactively flag potential impacts on staff safety, operations, and humanitarian access.
•Provide direct safety, security, and access support to field activities, including operations in Palestinian camps, the Southern Suburbs of Beirut, and border areas, ensuring full compliance with PUI’s Safety and Security Management Framework, movement procedures, and access protocols.
•Support real-time monitoring and tracking of staff movements, ensuring adherence to approved movement procedures, timely check-ins, and reliable primary and secondary communication channels.
•Support the HA Department in the dissemination of common speech, security advisories, and access-related communications to PUI staff and relevant stakeholders.
•Contribute to the dissemination and practical application of safety guidance, access constraints, and humanitarian principles to field teams, including neutrality, impartiality, and do-no-harm principles.
•Deliver safety, security, and access briefings for newly recruited staff, volunteers, visitors, and consultants, including area-specific risks and applicable mitigation measures.
•Contribute to the conduct and regular updating of risk and threat assessments for areas of intervention, including identification of triggers, early-warning indicators, and mitigation measures.
•Support the implementation and monitoring of premises security measures for PUI offices, guesthouses, and warehouses, including access control, incident preparedness, and basic emergency readiness.
Representation, Access, and External Coordination
•Support the HA Department in maintaining structured and timely liaison with local stakeholders (municipalities, security forces, community leaders, camp committees, and other relevant actors) to facilitate safe humanitarian access and acceptance.
•Support access negotiations and acceptance-building efforts by providing contextual inputs, stakeholder analysis, and risk-informed recommendations to the HA team.
•Assist in the preparation of presentations, briefing notes, access notes, and coordination documentation for external stakeholders, as well as for PUI staff and partners.
•Support the overall acceptance of the organization, its programs, and staff by identifying potential acceptance risks, suggesting mitigation measures, and flagging breaches or sensitivities at all stages of the project cycle and in day-to-day operations.
Reporting, Analysis, and Documentation
•Compile and contribute contextual analysis, access updates, and security inputs for inclusion in SITREPs, internal updates, and ad hoc briefings.
•Contribute to the review, updating, and operationalization of safety and security documentation, including contingency plans, base security rules, SOPs, scenario planning tools, emergency preparedness measures, risk matrices, and stakeholder mapping.
•Ensure systematic data entry, maintenance, and basic analysis of stakeholder mapping, access constraints, and incident tracking tools, supporting trend analysis and decision-making.
•Draft incident reports, access alerts, and mapping inputs in a timely and accurate manner, in line with PUI reporting standards.
•Maintain a structured and up-to-date archive of humanitarian affairs documentation, including incident reports, access assessments, coordination records, and mapping products.
•Support the preparation of analytical reports and visualization products, including maps, dashboards, and visual outputs generated through mapping and analysis software.
•Immediately report and escalate any security incidents, access constraints, or contextual developments that may impact staff safety, operations, or humanitarian access to the Base Security Management Team and relevant management lines.
MAIN PRIORITIES OF THE POSITION – FOR FIRST 3 MONTHS OF EMPLOYMENT
•Strengthen stakeholder engagement and coordination in South Lebanon and Nabatieh Governorates, with particular emphasis on border-adjacent areas, to ensure safe and principled humanitarian access.
•Enhance preparedness and operational resilience through scenario planning, contingency measures, and emergency response readiness.
•Support and participate in field operations, including notified movements via the humanitarian notification system, particularly in hard-to-reach areas or during periods of escalation.
•Maintain and update operational information and visualization tools, including maps, visual outputs, and incident tracking systems, to support decision-making and risk management.
Qualifications:
Mandatory Requirements
•Language Skills: Fluent in Arabic and English (speaking, reading, writing).
•Education: University degree in Social Sciences, Political Science, Humanitarian Affairs, or fields related to the requirements of this position.
•Work Experience: 1 year of professional experience in humanitarian work, mapping/visual tools production, or security and access functions.
•Computer Skills:
oStrong command of Microsoft Office (Word, Excel, PPT, Outlook);
oProficiency in mapping software (ArcGIS or Power BI), Google Earth, and Maps.
•Other Requirements:
•Valid driving license (minimum 2 years).
•Willingness and ability to travel and operate across all areas of intervention, including high-risk and border-adjacent locations. Candidates unable to meet this operational requirement may not be considered.
Assets
•Familiarity with South Lebanon and Nabatieh, particularly border areas.
•experience with INGOs and knowledge of safety, security and access rules and procedures.
•Strong interest in humanitarian and relief work.

PUI-AMI Employment Conditions and Benefits:
Status: A Fixed-Term Contract
40-hour work week from Monday to Friday.
Monthly Gross Income: 1279 USD based on PU-AMIs internal salary scale. PU-AMI deducts income tax and automaticaly registers employees to NSSF
Seniority Allowance of +2% monthly increase of your basic salary after 1st year of employment. Seniority allowance is gradual and grows of +2% every year.
