Supervisor of vaccinators at boarder site - 264 days

1. Background

Lebanon faces ongoing risks of vaccine-preventable disease importation through land, sea, and air entry points. To enhance national surveillance, immunization, and outbreak prevention, the Border Vaccination Coordinator will oversee vaccination staff deployment, reporting, vaccine stock management, and coordination at designated borders.

2. Objective of the Position

To ensure effective planning, implementation, monitoring, reporting, and operational coordination of border vaccination activities in collaboration with MoPH, UNICEF, border authorities, humanitarian partners, and security agencies.

3. Main Responsibilities

3.1 Coordination & Planning

  • Develop and implement annual border vaccination work plans and schedules.
  • Coordinate the deployment and rotation of vaccinators across border sites to ensure daily staffing coverage.
  • Liaise with border authorities (General Security, Customs, Municipalities, Army, etc.) for operational access and logistics.

3.2 Technical Oversight & Support

  • Provide ongoing technical support to border vaccinators on MoPH vaccination guidelines, IPC, AEFI reporting, and data tools.
  • Ensure vaccine cold chain protocols are respected at all border locations.
  • Conduct regular supportive supervision visits and mentorship sessions.

3.3 Vaccine & Supply Management

  • Coordinate and monitor vaccine supply distribution to border points (forecasting, requisition, delivery tracking).
  • Maintain records of monthly stock levels, consumption, expiry dates, and VVM
  • Prevent stock-outs and ensure safe waste management practices.

3.4 Monitoring, Data Review & Reporting

  • Consolidate and review vaccination data and other data submitted by border vaccinators.
  • Prepare monthly, quarterly, and annual reports for MoPH and UNICEF.
  • Ensure data completeness, accuracy, and timely information flow.
  • Follow up on AEFI cases and reporting procedures.

3.5 Capacity Building

  • Identify training needs of border vaccinators.
  • Organize and facilitate annual refresher trainings, drills, or field coaching sessions.
  • Support introduction of new vaccines and data tools.

3.6 Risk & Incident Management

  • Monitor border context, including security developments, protests, and road closures.
  • Develop contingency plans for staff safety and activity continuity.
  • Report incidents to the MoPH EPI unit and implementing partner immediately.

Minimum Qualifications Required: Bachelor’s degree Nursing and registered nurse
Years of Experience required: Minimum 3 years of experience in immunization, PHC programs, or humanitarian health operations
Knowledge/Expertise/Skills required: • Experience with MoPH EPI systems preferred
• Experience in team coordination and reporting required
• Knowledge of cold chain, MERA, and vaccine logistics is an asset
• Strong analytical and reporting skills
• Leadership and team coordination
• Ability to work in high-stress, multi-stakeholder environments
• Excellent communication and negotiation abilities
