Finance Manager

Job Purpose
The Finance Manager works to provide the delegation with complete, accurate and timely information and services covering all aspects of the Delegations Finance needs for the program. This role will lead and take responsibility for the strategy, direction and day to day business of all financial matters. The Finance Manager provides vital, high quality finance support and reporting to departments, HoSS and HQ.

Principal Responsibilities

  1. Ensure fulfilment of financial obligations (e.g. suppliers, tax, service providers) and statutoryreporting duties in compliance with operational targets, contractual arrangements and legislation.
  2. Supervise and guarantee the respect of corporate financial accounting policies and guidelines.
  3. Review and supervise departmental accounting tools and metrics.
  4. Ensure that all books of accounts are up to date and that support documents, including computer
  5. Generated spreadsheets for all the financial transactions are kept in systematic order and in safeand secured conditions.
  6. Provide to MAG HQ full, accurate and timely financial reports, including individual donor reports, forall expenditures made by the MAG country program.
  7. Ensure that the MAG country program meets all its contractual obligations relating to financialexpenditures and reporting.
  8. Ensure that no expenditure is incurred that is not covered by existing grants.
  9. Ensure that policies and procedures are in place to secure the country program’s finances.
  10. Maintain accurate and effective financial controls on all the transactions effected within theProgram.
  11. Provide through the HoSS monthly grant reports to MAG Head of Operations and Head of Finance.
  12. Provide monthly financial reports to MAG HQ Finance Department.
  13. Assist and support the HoSS in ensuring that field expenditures meet contractual donorrequirements and remain within approved plans and budgets.
  14. Provide to the HoSS full supporting information for transfer requests to be sent to MAG HQ.
  15. Ensure that all staff salaries are made in accordance with the up-to-date nominal roll provided by the HoSS on a monthly basis and that payments are clearly recorded and signed for by each member of staff.
  16. Support the HoSS in his/her responsibility for grant management and correct allocation of expenditures according to donor contractual obligations and MAG policies and procedures.
  17. Support the HoSS as requested in the preparation of the annual business plans, annual budget and individual donor proposal budgets.
  18. Ensure the effective and efficient working of all budgetary, accounting, reporting and internal control systems.
  19. Facilitate and provide support to all donor and internal audits in co-ordination with HoSS/Regional Finance Manager.
  20. Work with the HoSS to provide accurate breakdown of monthly funding requirements to MAG HQ.
  21. Supervise and provide training and development to national staff in line with MAG’s financial and administrative requirements.
  22. Set an updated funding plan to show clear vision of the program funds.
  23. Maintain a good grant managing.
  24. Due to the senior nature of the position, a degree of flexibility is essential. Some overtime work will be required, and duties may need to be performed which are additional to those listed above.

Cash Flow Management

  1. Prepare cash flow forecasts on a monthly basis for the program in close cooperation with the HoSS and TOM.
  2. Ensure that sufficient funds are available in the safe to allow operations to run in a smooth and efficient manner.
  3. Exchange currency as required.
  4. Maintain effective control over cash and bank, and ensure that cash in hand and bank reconcile with the accounting record.
  5. Ensure that all income received by the country program is properly receipted and immediately recorded.

Bank Liaison Responsibility

  1. The Finance Manager will ensure MAG Lebanon have the cash and liquidity to meet its obligations.
  2. The Finance Manager is an official point of contact for all financial matters at the Bank and acts as one of the authorized signatories on all financial documents.
  3. Liaise on all bank transactions including communication and follow-up.


Emergency Response

  1. Respond when needed if accidents happen.
  2. Prepare updated staff record for insurance in order to calculate our monthly rate per category.
  3. Follow-up on funds transfer to the program in accordance with insurance pay-outs confirmation regarding staff, cars and equipment
  4. Make sure all reimbursement transactions are appropriately recorded in PSF
  5. Insurance payments that are staff related should be coordinated with HRAM.

All MAG staff is expected to undertake the following general duties:

  • Ensure familiarity with and adhere to all MAG policies and procedures and Safeguarding framework.
  • Ensure confidentiality of information as required by MAG policies and procedures.
  • Undertake any other duties appropriate to the post as may be required.
  • Aware of gender mainstreaming and ready to participate in gender awareness courses/training
  • Able to work in a mixed team
  • Responsible for his/her own continuing training to develop his/her skills
  • Understand and uphold the standards outlined in MAG’s Safeguarding Framework, acting with due care and attention to safeguard the wellbeing of anyone that comes into contact with MAG’s work and reporting concerns if they do arise.
