MEAL Officer

Under the supervision of the Programs Manager, the MEAL Officer contributes to the development of the MEAL strategy and ensures its integration across program activities. The MEAL Officer is responsible for designing and implementing the MEAL action plan, developing appropriate MEAL tools, and training relevant staff on their effective use. 

1- Tasks related to Communication

●    Coordinates the ARC/ANECD M&E tools and plan implementation under the supervision of the management team through bi-weekly meetings with the line manager and monthly meetings with the management team, and through a monthly milestones plan and report, in addition to the minutes of meetings, and a monthly M&E narrative report.

●    Coordinates with the research associate every month to exchange tools, data, and reports.

●    Coordinates with the research associate every week to support the data collection phases.

●    Trains existing coordinators and new team members on the tools.

●    Follows up on using the M&E tools with each coordinator every month.

●    Receives reports from trainers/mentors, centers directors, and investigators… and follows up on their technical work with the project's coordinators every month.

●    Conducts a minimum of 2 field visits per project, when applicable, and reports back within 2 weeks to the line manager through a field visit report.

●    Participates and provides support on strategic planning and theories of change of ANECD.

●    Conducts quarterly learning events with staff concerning activities implementations.

2- Tasks related to Design

●    Proposes and develops ARC & ANECD specific MEAL work plans.

●    Develops MEAL tools and MEAL reporting forms.

●    Develops and reviews with the participation of the project’s coordinators the project’s log frames at the start of every new project.

●    Builds the processes of data collection in the field (data collection tools, outreach, and checklists) 1 month before the start of data collection.

●    Develops and encourages new and innovative solutions/contingency plans when the MEAL report shows challenges in reaching the targets set in the projects’ log frames.

●    Develops a booklet with different needs assessment tools related to the different programs and adds more tools with new upcoming projects.

●    Implements needs assessment according to the designed tools 2 weeks before implementing each project activity.

●    Develops tools for organizational needs assessment and implements the assessment every year based on the challenges and lessons learned, documented by M&E captured in the monthly M&E reports.

●    Develops a feedback and complaints mechanism for field implementation before the beginning of each project.

3- Tasks related to Reporting and Quality

●    Archives related documents according to the ARC/ANECD filing guidelines in coordination with the administrative coordinator.

●    Collects data regularly and measures achievement in relation to the project’s work plan and indicators every month with each coordinator.

●    Cleans, sorts, categorizes, and organizes data every week during program implementation, coordinates with project coordinators, and reports to the line manager.

●    Reports on the Indicator Tracking Tool, and includes a narrative description within the MEAL monthly report for the line manager

●    Produces reports on MEAL findings and MEAL data:

-     Indicators Tracking Tool

-     M&E Narrative report

-     Report to Donors

-     Field Visits Report
