Project Officer - Technical Oversight & Quality Assurance

JOB OVERVIEW:
The Project Officer – Technical Oversight & Quality Assurance is responsible for providing technical,
operational, and coordination support for all solar energy interventions implemented under Anera’s
revolving fund model. The role requires an engineering background and combines technical validation
with project coordination to ensure quality, compliance, and sustainability of solar investments.


KEY RESPONSIBILITIES:
• Review and validate solar system designs, BOQs, technical proposals, and component
specifications.
• Conduct site assessments to verify feasibility, system sizing, configuration, and readiness for
installation.
• Provide technical oversight and quality assurance during solar installation works.
• Validate panels, inverters, batteries, mounting structures, and all BOS components against
approved standards.

• Lead technical acceptance, clearance, and handover prior to reimbursement under the revolving
fund.
• Support screening, pre-selection, and modality assignment of applicants through technical
inputs.
• Contribute engineering inputs to financial simulations, savings projections, and repayment
assumptions.
• Conduct regular field visits to project sites and document findings.
• Identify technical risks, discrepancies, or deviations and propose corrective actions.
• Coordinate with internal teams, consultants, suppliers, installers, municipalities, and beneficiary
entities.
• Participate in technical meetings, townhalls, and clarification sessions.
• Prepare technical assessment reports, validation checklists, and handover documentation.
• Maintain organized technical records for all revolving fund solar projects.
• Submit monthly progress reports summarizing activities, challenges, and mitigation measures.


Qualifications & Experience
• Bachelor’s degree in Electrical Engineering, Renewable Energy Engineering, or a related field.
• Minimum 3–5 years of experience in solar PV system design, installation, supervision, or
technical assessment.
• Strong knowledge of on-grid, off-grid, and hybrid solar systems and BOS components.
• Proven experience in project coordination, implementation, and reporting, preferably within
NGO or donor-funded environments.
• Ability to prepare technical, narrative, and progress reports and maintain organized project
documentation.
• Experience working with multiple stakeholders, including consultants, suppliers, municipalities,
and internal teams.
• Strong organizational, communication, and follow-up skills.
