MSF in Lebanon currently has 2 projects mainly on primary health care and mental health, in Wadi Khaled and the Bekaa valley.

Supervising the clinical activities and guaranteeing the quality of midwifery care in the department, according to MSF protocols , values and universal hygiene standards in order to provide a high quality Mother and Child Health (MCH) care to the population
Function responsibilities include:
Specific Accountabilities
1. Clinical Supervision and Capacity Building (PHCC Integration Focus)
- Act as a clinical supervisor, coach, and mentor for PHCC midwives and related staff, supporting the progressive integration of SRH services into routine PHCC activities.
- Conduct side-by-side supervision, shadowing, and joint consultations to strengthen practical competencies in ANC, PNC, family planning, gynecological care, and newborn follow-up.
- Deliver hands-on coaching, case-based discussions, and practical demonstrations, applying adult learning principles rather than classroom-based teaching.
- Assess individual and team learning needs and adapt supervision and training approaches accordingly.
- Promote progressive autonomy of PHCC midwives, reducing dependency on MSF direct supervision over time.
2. Quality of Care and Clinical Governance
- Ensure adherence to MoPH and MSF SRH protocols, supporting PHCC teams to apply standards within public-sector constraints.
- Supervise the management of high-risk pregnancies, post-partum complications, and SRH emergencies, ensuring timely referral and appropriate follow-up.
- Monitor the quality of documentation, registers, and SRH indicators to ensure accurate reporting and continuity of care.
- Reinforce infection prevention and control (IPC) practices, universal precautions, and hygiene standards across all service points.
- Support identification and appropriate management of SGBV cases, in coordination with medical doctors and protection referral pathways.
3. System Strengthening and Service Integration
- Support PHCC teams in organizing patient flow, appointment scheduling, and follow-up systems for SRH services.
- Strengthen referral pathways between PHCCs, hospitals, and community-based services for obstetric and gynecological cases.
- Contribute to the transition from MSF-supported services to PHCC-led SRH care, ensuring safe handover and service continuity.
- Promote task-sharing and team-based SRH care, including appropriate roles for nurses, CHWs, and outreach staff.
4. MMU and Outreach Supervision
- Supervise SRH services delivered through MMUs and outreach activities, ensuring alignment with PHCC-based care.
- Ensure early identification and follow-up of pregnant women in informal settlements and vulnerable communities.
- Strengthen linkage between community outreach, MMUs, and PHCC services to ensure continuity of care.
- Coordinate with Health Promotion teams to integrate SRH messages into broader community health activities.
5. Coordination, Monitoring, and Reporting
- Act as the SRH focal point between PHCCs, MMUs, outreach teams, and coordination.
- Participate in regular coordination meetings, debriefings, and supervision sessions with MSF and PHCC stakeholders.
- Contribute to monthly and annual medical reporting, analysis of SRH indicators, and identification of quality gaps.
- Support the development and implementation of SRH strategies, SOPs, and operational plans for the project.
6. Supply, Equipment, and Logistics Oversight
- Monitor SRH-related stock levels (medications, kits, contraceptives) across PHCCs, MMUs, and outreach activities.
- Coordinate supply needs with pharmacy and logistics to prevent stock-outs.
- Ensure proper use, maintenance, and reporting of SRH equipment and materials.
7. Team Management and Professional Conduct
- Provide technical supervision, performance feedback, and support to midwives and related staff under her responsibility.
- Promote a supportive, respectful, and non-hierarchical learning environment.
- Ensure respect for patient dignity, confidentiality, and informed consent.
- Uphold MSF principles and contribute to a collaborative and ethical working culture.
Requirements
Education
- Essential: Diploma in Midwifery from a recognized university or institute
- Essential: Ministry of Public Health (MoPH) practice license as Midwife in Lebanon
- Essential: Certificate of registration at the Lebanese Order of Midwives (or relevant professional body)
Experience
- Essential: Minimum 2 year experience as Midwife
- Proven experience in supervision, coaching, or mentoring of midwives in primary health care settings.
- Experience working in public-sector facilities (PHCCs, MoPH-affiliated centers) or similar low-resource health systems.
- Demonstrated involvement in capacity-building, on-the-job training, or service integration rather than only direct service delivery.
- Experience supporting ANC, PNC, FP, and basic gynecological services within a primary care model.
- Previous exposure to transition or handover phases (MSF to local health system) is a strong asset.
- Experience working with MMUs or outreach SRH activities is an advantage.
- Desirable: Previous experience with MSF or other local and/or international NGOs
Languages
- Essential: Full professional proficiency using the Arabic Language
- Essential: Limited to full professional proficiency using the English language
- Desirable: Elementary to limited professional proficiency using the French Language
Knowledge
