Today, MSF provides independent, impartial assistance in more than 60 countries to people whose survival is threatened by violence, neglect, or catastrophe, primarily due to armed conflict, epidemics, malnutrition, and exclusion from health care or natural disasters. MSF in Lebanon currently has 2 projects mainly on primary health care and mental health, in Wadi Khaled and the Bekaa valley.

Scope of responsibility: MSF
With the support and guidance of the HPCE Manager, responsible for implementing the HPCE strategy / workplan, with community participation, and supervising the HPCE activities and HP teams working in the communities or the health facilities, according to the project objectives, MSF values, standards and pro-cedures.
Function responsibilities include:
Specific Accountabilities
- Engage in various meetings as requested with NGOs, actors, stakeholders, etc.
- Conduct regular field visits to MMU sites, participate in community meetings, and utilize community participatory approaches.
- Perform daily visits, closely monitor, report, and follow up on the supported PHCCs, as well as prepare training materials and train the social workers.
- Conduct daily visits, closely monitor, report, and follow up on the Baalback governmental hospital, prepare training materials, and train the CHEs and social workers.
- Design and implement a community engagement plan for outreach, provide technical supervision for volunteers and community focal points, and manage administrative documents.
- Ensure communities are informed and sensitized about available services, referral PHCCs, and the process for accessing care after MMU exit.
- Promote understanding of NCD management, SRH, MHPSS, and hygiene practices among target populations.
- Train and enhance the capacity of MSF staff and community volunteers.
- Gather and monitor feedback from the community to MSF and vice versa to strengthen collaboration between MSF and the community.
- Coordinate outreach activities with various departments within MSF or other stakeholders.
- Collaborate closely with local communities, key stakeholders, and health authorities to build trust and encourage participation in MSF-supported health facilities.
- Facilitate engagement with community leaders, municipalities, and local NGOs to ensure culturally appropriate health promotion interventions.
- Assist in the implementation and planning of peer support groups at MMUs and PHCCs.
- Ensure flexibility for other departments as requested.
- Conduct regular field supervision, coaching, and on-the-job training for HP staff.
- Identify HP training needs and organize refresher sessions accordingly
- Support communication with communities regarding referral pathways, particularly for patients transitioning from MMU to PHCC.
- Ensure follow-up and feedback mechanisms are in place to monitor patient adaptation to new service points.
- Report trends, community concerns, and barriers to accessing care to the Medical Team Leader and Project Medical Referent.
Contribute to monthly reports and provide qualitative insights on community perceptions and behavior changes.
Requirements
Education
- Desirable: bachelor diploma in social sciences, social work, behavioral sciences, pub-lic health, community health, nursing.
- Essential: secondary school diploma.
Experience
- Essential: At least 2 years’ experience in:health promotion,team management expe-rience and program implementation
- Desirable: Experience qualitative methodology is highly desirable.
- Desirable: Previous experience with MSF or other local and/or international NGOs
Languages
- Essential: Full professional proficiency using the Arabic Language
- Essential: Limited to full professional proficiency using the English language
- Desirable: Elementary to limited professional proficiency using the French Language
Knowledge
- Essential: Intermediate to advanced computer literacy using MS-office applications (MS-Word, MS-Outlook, MS-Excel).
