Protection Monitor

Job Purpose: 

The Protection Monitor for Tyre and Nabatiyeh supports the implementation of UNHCR Protection Needs Assessments by collecting high-quality, ethical, and reliable data on protection risks, needs, and access to services among affected populations. The role focuses on protection observations, household interviews, Key Informant Interviews (KIIs), and referral of urgent protection cases, while ensuring confidentiality, do-no-harm principles, and accountability to affected populations.

Key Responsibilities

A. Data Collection & Field Work

  • Conduct household interviews using when applicable standardized questionnaires (digital tools such as Kobo or paper-based forms).
  • Conduct Key Informant Interviews (KIIs) and Focus Group Discussions (FGDs) as required.
  • Observe protection risks and community dynamics during field visits and document relevant findings using the relevant tool
  • Ensure informed consent, confidentiality, and ethical data collection at all times.
  • Accurately record responses and submit completed tools weekly.
  • Follow sampling plans and data collection protocols provided by the supervisor.
  • Immediately raise any concerns , if observed in data collection process

B. Identification & Referral of Protection Cases

  • Safely identify and refer individuals at risk (e.g., unaccompanied children, survivors of GBV, persons with disabilities, elderly at risk, child labor, exploitation)
  • Provide basic information on available services to communities post PNA exercises.
  • Make immediate referrals through established protection referral pathways.
  • Flag urgent and high cases to the supervisor and Case Management team.
  • Maintain confidentiality and survivor-centered approaches at all times.

C. Community Engagement & Accountability

  • Engage respectfully with communities, leaders, and households.
  • Identify and liaise with Key Informants from communities, muncipalites for Key Informant Interviews
  • Explain the purpose of the assessment clearly and manage expectations of the community
  • Gather community feedback and concerns related to protection and service access.
  • Promote accountability to affected populations (AAP) principles by disseminating information on CFRM processes

D. Data Quality & Reporting

  • Review collected data for completeness and accuracy.
  • Participate in daily debriefings and team check-ins.
  • Report emerging protection trends, serious incidents, and access constraints as per agreed tools
  • Provide qualitative notes and field observations.

E. Safety, Ethics & Compliance

  • Follow security protocols and movement procedures.
  • Adhere to humanitarian principles and UNHCR protection standards.
  • Ensure protection mainstreaming (age, gender, diversity).
  • Respect the Code of Conduct and safeguarding policies (PSEA, child safeguarding).

 Qualifications, Skills and Requirements:

  • Bachelor’s degree in Social Sciences, Law, International Relations, Humanitarian Studies, or a related field (or equivalent experience).
  • Minimum 1–2 years of experience in protection monitoring, humanitarian assessments, or community-based protection.
  • Experience conducting interviews and using mobile data collection tools (Kobo) preferred.
  • Experience in refugee/IDP contexts or emergency settings is required

  • Strong interviewing and communication skills.
  • Ability to handle sensitive topics with empathy and professionalism.
  • Understanding of protection principles and do-no-harm.
  • Basic understanding of child protection, GBV, and protection risk and vulnerability criteria.
  • Good organizational and time management skills.
  • Ability to work independently in the field.
  • Cultural sensitivity and respect for diversity.
