Supply, Packing, and Delivery of Food Parcels – Year 2026

1.    Background
Associaition of Charity and Voluntary Convention in Lebanon – CVC Charity is a humanitarian organization implementing food assistance interventions across multiple regions in Lebanon. In order to ensure timely, high-quality, and reliable food assistance throughout the year 2026, the organization intends to contract a qualified and legally registered supplier for the supply, packing, and delivery of food parcels.
This ToR sets out the requirements, specifications, and conditions for submitting a tender for this services.
2.    Objective
The objective of this tender is to establish a framework agreement with a competent supplier capable of:
•    Providing food parcels that meet high quality and food safety standards
•    Packing and sealing food parcels according to agreed specifications
•    Delivering food parcels efficiently to designated locations
•    Responding rapidly to emergency and crisis-related requests
3.    Scope of Work
The selected supplier shall be responsible for the following activities:
1.    Procurement of all food items included in the food parcel
2.    Ensuring quality control and compliance with food safety standards
3.    Packing and sealing food parcels as per the approved composition
4.    Storage of food items under appropriate conditions
5.    Transportation and delivery of food parcels to required locations
6.    Ability to scale up deliveries during emergencies or crises
7.    Coordination with the organization’s logistics team for scheduling and delivery confirmation

4.    Estimated Budget and Quantity
•    The estimated annual value of this tender is 15,000 Food Parcels yearly
•    Quantities are indicative only and may increase or decrease based on funding availability, operational needs, and emergency response requirements
•    No minimum quantity is guaranteed under this ToR

5.    Food Parcel Composition
Each  Food Parcel shall include the following items:

No substitutions are allowed without prior written approval.
6.    Delivery Locations
Food parcels may be requested for delivery to the following areas:
•    South Lebanon (Nabatieh / Ourkoub / Saida / Tyr)
•    Beqaa
•    Akkar
•    Tripoli
•    Beirut
•    Mount Lebanon (Iqleem, Aramoun, Khaldeh)
Suppliers must clearly describe:
•    Delivery method per area
•    Estimated delivery timelines
•    Delivery fees per location
7.    Quality and Compliance Requirements
All supplied food items must comply with the following requirements:
•    Items must be new, sealed, and properly packaged
•    Clear and valid expiry dates (minimum shelf life of 9 months at delivery)
•    Food items must meet local food safety and quality standards
•    No damaged, expired, or unlabelled items will be accepted
•    Parcels must be packed in sturdy, clean packaging suitable for transportation and handling
The organization reserves the right to inspect samples and reject any items that do not meet the required standards.
8.    Emergency & Surge Capacity
The supplier must demonstrate the capacity to fulfill urgent requests, particularly during emergencies or crisis situations, including:
•    Short-notice procurement
•    Rapid packing and dispatch
•    Increased delivery volumes when required
Failure to meet emergency response timelines may result in contract termination.

How to Apply

9.    Eligibility & Legal Requirements
Only legally registered companies are eligible to apply. The bidder must submit:
•    Valid company registration certificate
•    Company owner/authorized person ID.
•    Tax registration documents.
•    Commercial license (if applicable)
•    Any relevant food safety or quality certifications
•    Authorized signatory details
•    Past experience
•    Recommendation letters is a plus.
10.    Submission Requirements
Bidders must submit two separate offers:
1.    Technical Offer
2.    Financial Offer
Submission Method:
•    Offers must be submitted in hard copy only
•    Documents must be sealed in an envelope
•    The envelope must clearly mention the tender title:
“Food Parcels Supply & Delivery Tender – 2026”
•    Bidders must include one complete physical food parcel sample matching the specifications outlined in this ToR
Submission Location:
•    Offers and food parcel samples must be delivered to:
CVC Charity – Headquarters Office
Khaldeh Beirut Highway – Facing Coop – Abdulhadi Building – 2nd floor.
Late, unsealed, incomplete submissions, or submissions without a food parcel sample will be automatically disqualified.
11.    Evaluation Criteria (Indicative)
Offers will be evaluated based on:
•    Compliance with technical specifications
•    Quality of the submitted food parcel sample
•    Quality assurance measures
•    Delivery methodology and geographic coverage
•    Emergency response capacity
•    Price competitiveness
12.    Deadline of submission and Contract Duration
Deadline of submission is 17 February 2026
The contract will cover the period 1 January 2026 – 31 December 2026, subject to satisfactory performance and funding availability.
