Developmental Action without Borders - Naba’a, is a Lebanese NGO operational since 2001. Registered under the Ministry of Interior (no. 104/AD), Naba’a is dedicated to serving all marginalized communities in Lebanon, especially children, without distinction of nationality, color, race, or religion. This includes communities within  camps and gatherings in Lebanon, as well as local Lebanese communities.

All prospective candidates must undergo thorough reference and background checks which will mainly verify employment history, professional performance, and adherence to the aforementioned policies. Furthermore, the selected candidates must provide a satisfactory Vulnerable Sector Screening or an equivalent criminal record check as a condition of employment.

I. Key Responsibilities of Vocational Training Officer:

1. Vocational Training Quality Follow-Up

  • Conduct regular field visits to vocational training centers to monitor the quality and relevance of training curricula and materials in line with project objectives.
  • Attend vocational training sessions to ensure effective delivery, learner engagement, and adherence to approved curricula.
  • Provide technical feedback and recommendations to training providers to improve training quality and outcomes.

2. Tracking Youth Participation and Progression

  • Carry out weekly observation visits to vocational training centers to assess youth participation, skill development, and progression.
  • Monitor attendance records and promptly report absences or irregular participation.
  • Coordinate with the Outreach Worker and Registration Officer to follow up on absences, address dropouts, and facilitate replacements when required.
  • Conduct observation visits to on-the-job training sites to assess participants’ performance, attendance, commitment, safety, and satisfaction.

3. Assessment and Evaluation of Participants

  • Follow up on the implementation of pre- and post-training assessments at vocational training centers.
  • Ensure assessment tools accurately reflect participants’ skills, learning needs, and progress.
  • Verify proper documentation, data accuracy, and secure archiving of assessment results in line with MEAL requirements.

4. Life Skills Sessions

  • Imlement life skills sessions for youth participating in vocational training, focusing on specific topic. 
  • Adapt session content to the needs, age, and context of the participants.

5. Addressing Challenges and Documenting Success Stories

  • Identify challenges faced by youth related to training quality, attendance, progression, or personal constraints.
  • Propose and implement practical solutions in coordination with the project team and training partners.
  • Ensure safe and timely access of youth to vocational training centers, addressing protection or logistical concerns as needed.
  • Document success stories, best practices, and lessons learned from participants’ journeys.

6. Data Management, Archiving, and Filing

  • Maintain accurate, up-to-date participant records, attendance sheets, assessment results, and observation reports.
  • Ensure proper data archiving and filing in compliance with Naba’a’s data protection and confidentiality policies.

7. Reporting

  • Prepare regular narrative and technical reports highlighting youth progress, challenges, achievements, and success stories.
  • Contribute to donor and internal reports as requested by the Project Coordinator.

8. Commitment to Naba’a’s Protection Policies

  • Adhere at all times to Naba’a’s Code of Conduct, Child Protection Policy, PSEAH, Anti-corruption, and complaint mechanism.
  • Ensure that all vocational training and on-the-job activities are conducted in a safe, inclusive, and child-friendly environment.
  • Immediately report any safeguarding concerns according to established referral and reporting mechanisms.

II. MINIMUM QUALIFICATIONS of Vocational Training Officer

1. Academic Qualifications:

  • Bachelor’s degree in Social Work, Development Studies, or a related field.

2. Professional Qualifications:

  • Minimum 1–2 years of relevant experience in the humanitarian or development sector.
  • Proven experience in planning, coordinating, and implementing vocational training and livelihood programs, particularly for youth and vulnerable groups.
  • Field-based experience in monitoring training delivery, attendance, and participant progress.

3. Competencies /Soft Skills

  • Strong organizational, coordination, and planning skills.
  • High attention to detail with strong problem-solving and follow-up skills.
  • Excellent communication and facilitation skills in Arabic and English.
  • Ability to work independently and under pressure, while contributing effectively within a multidisciplinary team.
  • Strong commitment to youth empowerment, inclusion, and safeguarding principles.

4. Technical Skills

  • Proficiency in Microsoft Office (Outlook, Word, Excel, PowerPoint) and internet-based tools.
  • Strong report writing and documentation skills, including training reports and progress updates.
  • Ability to conduct timely and accurate data collection and entry (attendance sheets, assessments, beneficiary tracking).
  • Basic knowledge of monitoring and evaluation tools related to training and livelihood activities is an asset.
