1 – Overview:

Amel Association International (Amel) is a Lebanese and non-sectarian Non-Governmental Organization created in 1979. Amel is active in different sectors including health, education, protection, livelihood and environment, and it operates through 40 centers, 16 mobile medical units, 2 mobile education units, and 2 protection units throughout the country.

The project “Eradication of All Forms of Forced Labor and Exploitation” (LEA) is funded by EuropeAid and the Austrian Development Agency, and implemented by a consortium led by Caritas Austria, in partnership with Amel Association, Caritas Lebanon, and KAFA. The project has a duration of 36 months and started on 01/01/2024.

The project aims to achieve this goal through two main outcomes: (1) Improved effectiveness of support mechanisms to receive, analyze, and respond to human and labour rights violations and abuse against migrant workers; (2) Enhanced access to justice and rights protection mechanisms for migrant workers in Lebanon, in accordance with international standards.

2 – Scope of work:

The Legal Consultant will support Amel’s Migration Centres by providing legal assistance, guidance , consultation, and representing migrants in court with direct coordination with case workers, the Field Coordinator, and the Project Manager as per detailed ToR Attached.

Note: 

The selected supplier must be responsible for Providing the required services within the required period.

Amel reserves the right to increase/decrease the number of Working days.

3 – The quotation must include:

The number of the registration in the ministry of finance (if applicable)

VAT (if applicable)

Prices in USD

Starting Date

Validity of the Quotation 

4 – Required Documents:

All Bidders are required to send the below requirements procurementdpt@amel.org with the subject “RFQ - 05448 - Case Workers” copying procurement@amel.org, procurementfield@amel.org and purchase@amel.org:

- A signed and stamped quotation using the attached Appendix A Commercial offer.

- Legal Consultant CV

- Certificate of the registration in the ministry of finance (الشهاد المالية). and all related legal papers including owner ID. (if applicable)

- Annex B - Vendor Pre-Qualification Form, If Applicable

- Acknowledged Annex C - Amel Suppliers Pact of Conduct – English

- Acknowledged Annex D - Exclusion Criteria

5 – Payment Terms:

Bank or OMT transfer.

7 – Timeframe:

Quotations and the requested papers should be submitted on or before 24th of Feb 2026

The bidder doesn’t send all the requested papers (mentioned in number 4).

The quotation doesn’t include the requirements (mentioned in number 3).

The quotation is received after the deadline.
