MSF in Lebanon currently has 2 projects mainly on primary health care and mental health, in Nabatiyeh and the Bekaa valley.

Scope of responsibility: MSF
Supporting the Project Medical Referent through delegated tasks and responsibilities including defining, planning, and monitoring of medical activities and in the coordination of resources required to en-sure quality of care provided by MSF.
In the Bekaa context, this role is particularly focused on consolidation, transition, and system strengthening, ensuring continuity and quality of care within public PHCCs and referral hospitals during a phase of program reorientation. Additonally supporting in developping the Pediatric and PICU ward in BGH.
Specific Accountabilities
A. Medical and Programmatic Support
- Support the PMR in the overall management, implementation, and monitoring of medical programs
- Act as interim PMR during emergencies or PMR’s absence, ensuring program continuity and medical leadership
- Monitor key indicators, analyze results, and propose improvements in collaboration with the PMR
- Cover managerial gaps for medical team positions (MAM, NAM, HPCE Manager, MH Manager, MWAM)
- Support onboarding and guiding of newly arrived medical managers
- Ensure all project activities comply with MSF medical protocols, standards, and ethics
- Support the transition from MSF standalone clinics to integrated public PHCC models, including NCD, MHPSS/mhGAP, SRH and referral services
- Ensure quality, continuity of care, and follow-up during the transition and consolidation phase
B. Program development and planning
- Participate in project planning and review exercises (PoA, budget review, and proposal development).
- Conduct Rapid Needs Assessments (RNA) and health facility assessments; analyze findings and propose recommendations
- Contribute to the improvement of data collection, reporting, and Logframe development for monitoring and evaluation
- Support integration and quality follow-up of NCD care, including task sharing, referrals, and continuity of treatment
- Support integration of MHPSS and mhGAP into PHCCs in coordination with MHAM and HPCE teams
C. Emergency preparedness and response
- Support emergency responses as delegated by the PMR, particularly for displacement preparedness, CBS, and MMU readiness
- Participate in the cholera vaccination campaign and other outbreak response initiatives in coordination with the PMR and when requested
D. Hospital and PHCC support
- Support PMR in provide technical and operational support to the Baalbek Governmental Hospital (BGH) pediatric activities.hospital engagement focuses on technical support, quality, referrals, and coordination, not development of new standalone services
- Support PMR in following pharmacy management when required (when PMR is absent), including validation of medical orders and consumption follow-up in coordination with project Pharma manager/supervisor and/or Mission Pharmacy Manager
- Conduct assessments of PHCCs and hospitals to evaluate service quality and capacity as delegated by PMR
E. Coordination, representation, and partnership building
- Covering the gap in collaborating with health authorities (MoPH) and other health actors (INGOs, LNGOs, PHCCs, hospitals)
- Support PMR in drafting and negotiating MoUs done by PMR support and service agreements with health facilities and partners
- Map health facilities and referral pathways in collaboration with HPCE and referral focal points
- Engage in advocacy efforts to improve access to healthcare and service integration
F. Referral and case management
- Support PMR in ensuring that all medical referrals meet MSF’s referral criteria and are managed according to established protocols
- Validate medical referrals and follow up on hospitalized patients until discharge, ensuring proper documentation and patient safety. Support PMR in the development and monitoring of referral systems to maintain quality and efficiency
H. Staff health management
- Support the PMR and staff health focal point in ensuring the application of MSF’s staff health policy within the project
- Participate in the medical follow-up of national staff, including preventive measures, consultations, and referrals as needed and delegated by PMR
- Ensure all sick leaves are medically justified and properly documented in coordination with the staff health focal point
- Contribute to the implementation of emergency evacuation plans for staff health
I. Specific deliverables
- Ensure updated health facility assessment and mapping reports
- Monitor and analyze regularly program data and activity reports
- Support PMR in reviewing clear and updated MoUs/service agreements with health partners
- Document follow-up and supervision reports for MMUs, PHCCs, and hospitals
- Develop and document emergency response plans and reports when applicable
- Support capacity building and mentoring of medical staff under the guidance of the PMR
- Monitor, in collaboration with the Project Medical Referent (PMR), the implementation and quality of medical programs and propose improvements when needed
- Support the PMR in the analysis and interpretation of medical data, ensuring evidence-based decision-making and accurate reporting
- Contribute to the evaluation of hospital structures that can serve as referral centers for MSF-supported patients, including the development and documentation of referral protocols
Education
- Essential: Medical doctor or nursing or paramedical degree.
- Desirable: Masters in Publich Health
- Essential: Ministry of public health practice license in Lebanon
- Essential: Certificate of registration at the relevant Lebanese order
Experience
- Essential:Minimum 2 years of work experience related to the degree/diploma
- Essential: Minimun 2 years of experience in managerial role and managing a team
- Desirable: Diverse and strong health knowledge including at least 1 year working in humanitarian settings with MSF (or another humanitarian organization) in the field
Languages
- Essential: Full professional proficiency using the Arabic and English Language
- Desirable: Elementary to limited professional proficiency using the French Language
Knowledge
Essential: Intermediate to Advanced computer literacy using MS-office applications (MS-Word, MS-Outlook, MS-Excel)
