DEPARTMENT PURPOSE: The programme aims to reduce the overall state of inequality in Lebanon through a multi-structural approach that empowers individuals (e.g. girls, boys, women, and men – including youth), as well as groups (e.g. Local Civil Society Organizations (CSOs), Community Based Organizations (CBOs), feminist collectives) to achieve the following interlinked goals: 1) actively influence the processes by which public policies are made, 2) protect the basic social, economic, civil, and political rights of all citizens, specially marginalized groups (e.g. Syrian and Palestinian refugees, People with Disabilities (PWD), and migrant workers), and 3) facilitate access resources to strengthen their economic and social resilience.

TEAM PURPOSE: Oxfam in Lebanon is increasingly working at local, national and international levels to “ensure that women and men are protected and empowered to enjoy their basic rights and access services enabling them to live in dignity within a more equitable society.” To achieve this vision, Oxfam in Lebanon implements activities under two main programmatic pillars, which are the Governance and Economic Justice pillar and the Humanitarian Pillar.

The Economic Justice program strives to ensure that marginalised women and men, especially youth, are empowered to cope with the effects of economic poverty and have greater access to and control over   productive   economic   resources   for   sustainable   poverty   reduction and   lessened   aid dependency.

The project “LABNE: Local Agriculture governance to Boost iNnovative Economic models ” is a project funded by the Italian Agency for Development Cooperation that will be implemented by Oxfam and partners in the Regions of Akkar and Northern Lebanon: 22 Municipalities members of the Union of Municipalities of Joumeh (18) and Al-Fayhaa (4) area in the North Governorate. The project implementation will last 24 months. 

Under the supervision of the Project Manager, the Community Mobilizer (CM) is responsible for engaging the community, creating trust-based relationships and facilitating project’s activities in the various implementation areas in the North. Under direct line management of the Oxfam “LABNE” Project Manager, she/he will be responsible for the organization of activities in Fayhaa area, ensure local participation and ownership and timely and quality delivery of activities and outputs.

 

The CM is expected to work closely with the Active Citizenship & Good Governance and Economic Justice programme teams and the Oxfam Policy team towards common objectives and to report to LABNE Project Manager. The CM is expected to be stationed in the Tripoli office with daily travels to various areas in North and Akkar region.

KEY RESPONSIBILITIES (Technical, Leadership, People and Resource management)

Project Cycle Management & Programme Quality (45%)

  • Support the implementation of the activities in the North Lebanon region, guided by the Project Manager;
  • Work closely with the local communities in the North and lead in presenting the project, mobilizing the youth and engaging locals.
  • Manage day to day implementation and monitoring of the activities.
  • To report regularly, verbally and in writing to the LABNE PM on regular basis on programme progress;
  • To provide necessary information to support the PM in regular reporting to the donor;
  • Ensure project activities have the appropriate visibility in compliance with donor requirements and procedures;
  • Liaise with the project partners and coordinate mutual tasks in compliance with project objectives;
  • Collect field-level lessons learned, challenges, and success stories to contribute to project learning and continuous improvement;
  • Coordinate closely with all relevant stakeholders to support outreach for Work-based Learning activities, beneficiary mobilization, attendance tracking, and field-level monitoring of Work-based Learning activities under the LABNE project;
  • Support the monitoring of Work-based Learning-related activities and follow up with beneficiaries, training providers, and partners during Year Two of the project.

 

 

Representation (30%)

 

  • In coordination with LABNE Project Manager and project partners, develop and maintain positive relations with relevant stakeholders such as Chamber of Commerce, Industry & Agriculture of Tripoli & North Lebanon, Union of municipalities, MoA, and other counterparts at the field level.
  • When needed, in coordination with the PM, participate in the Livelihoods and Social Stability working group in the North Governorate representing Oxfam and coordinate concerning LABNE activities with stakeholders active in the area.
  • Promote the values of the consortium, coordinate with external actors and represent the consortium at the field level. Ensure that meetings are documented, and results circulated to appropriate staff, and consortium member partner focal points on a timely basis.
  • Assist with the coordination of visits of donors, and/or partners related to the project.

 

Budget & Financial Management (10%)

  • Coordinate with the PM on initiating relevant procurement processes, with support from Logistics, in line with programme spending and procurement planning.

Reporting & Communication (15%)

  • Monitor program implementation and ensure regular reporting to PM, on all activities under LABNE project.
  • Maintain clear lines of communication with project staff and, at the field level, ensure internal communication among consortium members and project staff is effective.

EXPERIENCE, KNOWLEDGE & COMPETENCIES

Essential

  • Minimum 3 years professional work experience in international humanitarian/development work, including in the MENA region;
  • Work experience involving policy influencing, networking and alliance building with other agencies (Essential), with at least some of this experience in the Lebanon or Middle East environment (highly Desirable)
  • Demonstrated technical expertise and experience in local economic development, Social Entrepreneurship support/grant distribution/ livelihoods and/or social cohesion/ humanitarian programming.
  • Knowledge implementing monitoring systems to track the effectiveness of programmes and activities and an ability to build cooperative, professional relationships with partners and peer organizations;
  • Demonstrated project, management experience, including in working with local partners;
  • Commitment to equal opportunity and gender policies. Demonstrated experience in integrating gender and diversity issues into programmes.
  • A bachelor’s degree (post-graduate strongly preferred) in international relations, business administration, management, human rights, social sciences or related field;
  • High-level communications and people skills;

  • Strong conceptual and analytical skills, and ability to think/operate innovatively and strategically (Essential)
