1 – Overview:

Amel Association International (Amel) is a Lebanese and non-sectarian Non-Governmental Organization created in 1979. Amel is active in different sectors including health, education, protection, livelihood and environment, and it operates through 40 centers, 16 mobile medical units, 2 mobile education units, and 2 protection units throughout the country.

2 – Scope of work:

The partner /consultant will:

• Conduct a desk review of national climate policies and finance frameworks. 
• Hold 8–12 Key Informant Interviews (KIIs  ) with government, UN agencies, donors, CSOs, and OPAs.
• Populate a climate-finance tracker (Excel/CSV) including national budget allocations, international funding sources, and access pathways. 
• Produce draft outputs for QA and peer review.
• Organise one validation workshop (virtual or in-person) with key stakeholders.
• Finalise deliverables incorporating stakeholder and peer review feedback.
• Conduct a short policy engagement meeting with 6–8 national duty-bearers to promote uptake. 

Amel reserves the right to increase/decrease the number of Working days.

3 – The quotation must include:

The number of the registration in the ministry of finance (if applicable)

VAT (if applicable)

Prices in USD

Starting Date

Validity of the Quotation 

4 – Required Documents:

All Bidders are required to send the below requirements procurementdpt@amel.org with the subject “RFQ - 05448 - Case Workers” copying procurement@amel.org, procurementfield@amel.org and purchase@amel.org:

- A signed and stamped quotation.

- Legal Consultant CV

- Certificate of the registration in the ministry of finance (الشهاد المالية). and all related legal papers including owner ID. (if applicable)

- Annex B - Vendor Pre-Qualification Form, If Applicable

- Acknowledged Annex C - Amel Suppliers Pact of Conduct – English

5 – Payment Terms:

Bank or OMT transfer.
