A. Required qualifications, competences and experience

 

Qualification

 

  • Master’s degree in engineering with a focus on water resource engineering or a related field.

 

Professional experience

 

  • Proven track record of minimum 7 years’ work experience in the water sector including work experience with Non-Revenue Water (NRW), hydrogeology, modeling and relevant research experience.

 

Other knowledge, additional competences

  • Very good English and Arabic language skills – spoken and written.
  • Strong social, interpersonal, and communication skills.
  • Team player in a multicultural team.
  • Flexibility for frequent travelling to various locations in Lebanon.
  • Knowledge of the water sector in Lebanon, including regulations, laws, and

Stakeholders.

  • Demonstrated communications, report writing, research and presentation skills in both languages Arabic and English.
  • Proficient in use of Microsoft Office (PowerPoint, Word, Excel, Outlook, etc.).
  • Basic knowledge of the EU GDPR and general understanding of Information Security.

 

B. Responsibilities

The position holder is responsible for:

  • Providing technical expertise and advisory services on planning, implementation and monitoring of all project activities, measures and target groups.
  • Acting as the focal advisory person for the planning, implementation and monitoring of Water Resource Monitoring and the management of Non-Revenue Water.
  • Coordinating all construction related activities with the construction Advisor.
  • Coordinating the national and international partners, e.g. the Ministry of Energy and Water (MoEW), the Water Establishments (WEs), EU, AFD, etc., as well as with other stakeholders.
  • Ensuring content-related and organizational aspects of the project implementation are executed in line with GIZ standards and compliance rules.
  • Establishing an efficient knowledge management scheme for the project together with the team.
  • Reporting as an integral part of a conflict sensitive MEAL

(Monitoring, Evaluation, Accountability, and Learning).  

 

In this context, the position holder fulfils the following tasks:

  • Provide technically-sound advisory services to the relevant partners to ensure the achievement of the project’s objectives.
  • Coordinate with the Construction Advisor to ensure cost effective planning and implementation of construction/infrastructure activities including presentations to different stakeholders.
  • Develop/assist in operational planning and budgeting/cashflow processes.
  • Accompany technical appraisal missions and liaise with the relevant partners, governmental stakeholders and donors/UN agencies, as required.
  • Provide relevant input for the effective and timely reporting, monitoring and evaluation of progress, risks and challenges/opportunities related to your areas of responsibilities.
  • Provide timely input for effective MEAL and knowledge management schemes.
  • Represent the project in meetings and workshops as necessary.
  • Represent the project in the relevant MoEW/donors’ technical coordination committees at the discretion of the project manager.
  • Identify needed external expertise, write Terms of Reference (ToR) and ensure timely and technically sound delivery of deliverables.
  • Ensure cooperation, regular contact and dialogue with partners, local communities, relevant non-governmental agencies and individuals in the project environment and with other relevant projects to ensure complementarity.
  • Communicate local interests and efforts, forward these and encourage sharing ideas and information for the benefit of the project.
  • Initiate/Participate in developing relevant PR and self-image materials including social media postings, Videos, Factsheets, Brochures, etc.
  • Conduct field visits to monitor project’s activity progress and achievement; draws up media analyses, participates in fora and public meetings on issues directly connected with the project.

Project Name: Enhancing Water Resource Management+ (WAMA+)

Partner: Ministry of Energy and Water (MoEW), The Four Regional Water Establishments (Beirut Mount Lebanon Water Establishment, Bekaa Water Establishment, North and South Lebanon Water Establishments)

Duration: February 2026 – May 2029

Objective and Outputs

GIZ WAMA+ is contributing to the efforts to achieve good governance in the Lebanese water sector. In a close partnership with our political partner the Ministry of Energy and Water (MoEW) and the four regional water establishments, WAMA+ works vigorously towards ensuring the provision of safe, reliable and affordable water and wastewater services to the Lebanese population. WAMA+ has 5 Outputs:

 

  1. Enhancing the ability of the Water Establishments to respond to crises by improving access to basic water services to vulnerable communities - small-scale infrastructure packages (Bekaa water establishment (BWE) and Beirut and Mount Lebanon water establishment (BMLWE)).
  2. Improving the management of the non-revenue water (NRW): implementing scalable Jbeil pilot intervention with BMLWE and supporting MoEW with drafting national guidelines for non-revenue water.
  3. Supporting the four regional water establishments in assuming responsibility for wastewater collection and treatment: need-based targeted s
  4. Water Establishments have the capacity to monitor water production volumes: flow volumes of 400 bulk sources are measured and transmitted to central information systems to monitor water production at the level of MoEW and the WEs.
  5. Water Establishments are capacitated to manage their user records; 800,000 subscribers records will be updated and digitalised as the four Water Establishments will be supported in using digitalised systems for user records management.
