RESPONSIBILITIES
- Manage and monitor project budgets for NGO-funded programs, ensuring alignment with approved proposals and donor guidelines
- Act as budget controller for multiple projects, tracking expenditures, burn rates, and variances
- Prepare and update budget forecasts, revisions, and reallocations in coordination with program managers
- Conduct budget vs. actual analysis and provide clear financial insights to management
- Ensure proper allocation of shared costs and compliance with internal financial procedures
- Support donor financial reporting, audits, and financial reviews
- Maintain accurate financial records and ensure timely monthly and quarterly closures
- Coordinate with procurement, logistics, and HR to ensure financial consistency across departments
- Support the preparation and revision of the project budget in line with the approved proposal, work plan, and donor requirements.
- Monitor budget execution and cash flow, tracking expenditures, forecasts, and variances.
- Prepare and contribute to periodic financial reports (monthly, quarterly, and ad hoc).
- Ensure consistency between budget, accounting records, and financial reporting.
- Ensure compliance with donor rules, donor contractual requirements, and internal financial procedures.
- Review expenditure eligibility, budget allocation, and supporting documentation.
- Support audits, voucher verifications, and financial reviews by donors or external auditors.
- Work closely with project, finance, procurement, HR, and operations teams to ensure coherent financial planning and implementation.
- Provide guidance to project staff on budget-related matters and donor compliance.
- Applies and follows code of ethics, values, mission, and vision of Order of Malta – Lebanon
- Performs other related duties assigned by the Management
QUALIFICATIONS
- Bachelor’s degree in business administration, finance or any related field
- Minimum 5 years of experience in budget control or financial management.
- Proven experience with donor-funded projects.
- Solid experience in budget monitoring, financial reporting, and audits.
- Detail-oriented and accurate
- Communication skills
- Possess a humanitarian spirit
- Ability to work in a multidisciplinary team and under stressful situations
- Ability to adhere to ethical considerations and guidelines
- Strong analytical and budget control skills
- Excellent command of Excel and financial tools
- Ability to work under pressure and meet deadlines
- Computer literate, advance knowledge of Microsoft Office
- Knowledge of SAP is a plus
- Proficient in Arabic and English; proficiency in French is a strong advantage (written and spoken).
