PMEAL Coordinator

Essential Roles and Responsibilities

PLANNING

  • Participate and contribute to the overall CBDRM/DRR strategy planning and implementation.
  • Lead on developing planning tools, including theories of change, logical frameworks, and PMEAL plans.
  • Support the development and review of logical frameworks, MEAL plans, Plan of Action, and indicator tracking tools for DRR projects.
  • Coordinate inputs to project proposals, concept notes, and strategic action plans.
  • Support project teams in aligning plans with donor and LRC requirements.
  • Ensure alignment of DRR PMEAL systems with the LRC PMEAL framework.

 

MONITORING AND EVALUATION

  • Lead the design and implementation of M&E processes, including baselines, endlines, outcome monitoring, and evaluations.
  • Conduct monitoring visits to assess progress, verify data, and ensure implementation quality.
  • Ensure that PMEAL staff follow and meet internal and external reporting and monitoring standards.
  • Oversee data management, validation, and flow between field and central levels.
  • Develop and update monitoring tools and methodologies.
  • Support the execution and review of project and program evaluations, ensuring methodological quality and utility of findings.

 ACCOUNTABILITY

  • Ensure that accountability mechanisms and RCRC CEA minimum actions are integrated across DRR projects.
  • Supervise the implementation and follow-up of feedback and complaint mechanisms.
  • Ensure that feedback from communities is systematically analyzed and informs planning and implementation and that feedback loops are closed through timely and appropriate responses based on community input received.
  • Promote transparent communication and ensure affected populations are informed of project objectives, activities, and outcomes.

LEARNING

  • Capture and document lessons learned, success stories, and good practices from DRR interventions.
  • Facilitate internal learning processes, including after-action reviews and reflection sessions.
  • Encourage the integration of learning into new proposals, plans, and operational approaches.
  • Lead PMEAL Officers in organizing knowledge-sharing sessions across DRR teams.

REPORTING

  • Oversee the preparation and quality assurance of monthly, quarterly, and annual reports.
  • Ensure the accuracy and consistency of data across all reports before submission.
  • Provide technical guidance to PMEAL staff to ensure compliance with donor and LRC standards.
  • Review donor reports for coherence, data accuracy, and completeness.
  • Develop and refine reporting tools and templates to streamline the process.
  • Support the inclusion of PMEAL data and analysis in proposals and strategic documents.

OTHERS

  • Develop and update standard operating procedures (SOPs), templates, and technical guidance related to PMEAL.
  • Conduct regular coordination meetings with PMEAL and Data staff to plan activities and address challenges.
  • Build and strengthen the capacity of the DRR team to deliver high-quality PMEAL outputs.
  • Represent the DRR Unit in PMEAL-related internal and external coordination, with partners and donors.
  • Perform other related duties as required.

 

Function Specific Experience

  • Experience in planning, monitoring, evaluation, accountability, and learning within social or humanitarian programs.
  • Experience in community-based approaches, needs assessments, and awareness activities.
  • Strong analytical and data management skills with proficiency in Microsoft Office and MEAL tools such as Survey 123, Power BI, or other relevant platforms.

 

  • Experience in project cycle management and report writing.
  • Experience in building PMEAL capacity of staff and volunteers through training, coaching, or mentoring.
  • Familiarity with accountability mechanisms and community feedback systems.
  • Experience in working with teams and under pressure.
  • Previous experience as an LRC volunteer is an asset.

Industry Related Experience

  • Prior experience working with NGOs.
  • Experience coordinating PMEAL systems in humanitarian or development programs.
  • Experience in emergency response or DRR programming is an advantage.
  • Familiarity with Geographic Information Systems (GIS) is an asset.
