Project Manager for Technical and Vocational Education and Training (Mawared)

 Key Responsibilities
  1. Strategic TVET Programme Management
  • Lead the full project cycle using a Results-Based Management (RBM) approach.
  • Ensure alignment with national TVET strategies and economic recovery frameworks.
  • Oversee development and implementation of Competency-Based Training (CBT) curricula.
  • Integrate employability, life skills, entrepreneurship, and job-matching components.
  • Ensure inclusion principles (gender, youth, vulnerable groups, disability mainstreaming).
  1. Labour Market Relevance & Private Sector Engagement
  • Oversee labor market assessments and skills gap analyses.
  • Establish structured partnerships with chambers of commerce, industry associations, and employers.
  • Promote apprenticeship, internship, and work-based learning models.
  • Facilitate employer participation in curriculum validation and practical assessments.
  • Monitor employment, self-employment, and income generation outcomes post-training.
  1. Institutional Strengthening & Government Coordination
  • Coordinate with relevant ministries and TVET directorates for accreditation and compliance.
  • Support institutional capacity building of training centers (governance, systems, QA).
  • Facilitate public–private dialogue mechanisms for sustainable skills ecosystems.
  • Ensure regulatory compliance and alignment with national qualification frameworks where applicable.
  1. Quality Assurance & Standards
  • Establish and oversee TVET Quality Assurance mechanisms.
  • Monitor trainer qualifications, assessment integrity, and certification processes.
  • Ensure standardization of delivery across governorates.
  • Promote continuous improvement through feedback loops and tracer studies.
  1. Financial Management & Compliance
  • Oversee budget planning, forecasting, and burn rate analysis.
  • Ensure compliance with donor procurement and financial regulations.
  • Supervise contracts with training providers and service suppliers.
  • Validate financial and narrative reporting before submission.
  1. Monitoring, Evaluation & Learning (MEAL)
  • Develop outcome-level indicators (completion rate, certification rate, employment rate, income improvement).
  • Ensure data-driven adaptive management.
  • Document lessons learned and best practices for scaling and replication.
  • Lead donor reporting and external audit preparation.
  1. Team Leadership
  • Supervise technical coordinators and field teams.
  • Conduct performance appraisals and capacity development plans.
  • Promote a culture of accountability, transparency, and performance excellence.
Required Qualifications
  • Master’s degree in Education, TVET, Engineering, Business Administration, Development Studies, or related field.
  • Minimum 6 years of progressive experience managing donor-funded TVET or livelihoods programmes.
  • Demonstrated experience in competency-based training systems.
  • Proven track record in private sector engagement and employment-focused programming.
  • Strong financial oversight and compliance background.
  • Experience working with government institutions in Syria or comparable contexts.
  • Fluency in Arabic and strong professional English writing skills.
Mandatory Requirements
  • Permanent residence in Damascus.
  • Willingness and ability to travel frequently across governorates.
  • Ability to manage complex, multi-stakeholder environments under pressure.
