Senior Health Officer (Medical Quality Supervisor)- Zahle

Major Duties and Responsibilities:
 

  1. Technical Responsibilities:
  • Work with the SHOs and HOs to coordinate the supervision of supported centers/mobile teams’ staff)
  • Coordinate with the Medair team in the designated area for the implementation and monitoring of the work plans ensuring that activities reflect the commitments Medair made to the donors and the community.
  • Work under the HM to implement the LPSP in the supported PHCs with a focus on elaborating a strategy to implement the medical outreach component of the LPSP.
  • Supervise the medical consultations in the supported centers, through consultation supervision, files review, exit interviews.
  • Supervise and answer the referral requests for diagnostic tests within the LPSP from the PHCC in line with MoPH and international guidelines
  • Provide coaching and training to PHCC doctors on clinical part LPSP implementation and other protocols based on needs.
  • Ensure efficient and effective work schedule is in place for the doctors in the centers in coordination with the SHO, HM and the PHCC directors.
  • Monitor the health centers doctors based on their specialty and provide regular feedback to the HM and PHCC directors.
  • Ensure that the facilities and relevant teams meet high-quality standards by following the Performance Based indicators approach and medical audit tools.
  • Supervise the medical files accuracy
  • Assist in the development and management of a quality health information report.
  • Support needs assessments, participatory assessments and surveys when needed.
  • Support the SHO and HO in the health centers to ensure that needed medical and non-medical supplies are available and no medical stock-outs reported in coordination with the team.
  • Conduct regular visits to the supported centers, mobile teams and outreach activities.
  • Contribute to the development of new health projects and proposals (based on assessed health needs and gaps and linked to the Medair country strategy).
  • Act when needed as requester for the project health budget.
  • Collect and review doctors’ attendance sheets (and other staff as requested by MPM) monthly to input in the PHCC staff monthly payment calculations.
  • Support the logistics activities of health staff, for the assigned health facilities and activities as delegated by MPM (medical procurement, quality check, technical data sheet verification)

 

  • Staff Management:
  • Supervise and support assigned Health Officer or Assistant in their day-to-day activities.
  • Helping the manager/sector lead in setting goals for officers and assistants.
  • Delegate tasks and responsibilities effectively (when needed), leveraging the strengths and skills of team members to optimise performance.
  • Identify training and development needs within the team and develop plans to address them with the manager/sector lead.
  • Foster a culture of learning and continuous improvement, encouraging knowledge-sharing and collaboration among team members.
  • Set performance expectations and standards for line-managed team members.
  • Conduct regular (twice yearly) performance reviews and provide constructive feedback to help line-managed team members improve their performance and achieve their potential
  1. Quality Management/Work:
  • Implement quality assurance policies, procedures, and standards to ensure that project activities and deliverables meet established quality benchmarks and organizational objectives.
  • Collect, analyse, and document data and information from project activities and stakeholders to identify strengths, weaknesses, and areas for improvement.
  • With Manager and/or Sector Lead, implement action plans and address identified gaps, challenges, and bottlenecks in project implementation.
  • Ensure compliance with donor requirements in all aspects of project implementation, including financial management, procurement, and reporting.
  1. Communication and Coordination:  
  • Facilitate clear and effective communication across teams and departments within the organisation.
  • Support internal meetings, workshops, and training sessions, ensuring participation and engagement from relevant stakeholders.
  • Assist in managing external communications with partners, donors, government agencies, and other stakeholders.
  • Support the development of communication materials such as reports, newsletters, and presentations for external audiences
  1. Proposals and Reporting:
  • Contribute to technical reporting and proposal development when required.
  • Assist in the gathering technical data for Needs Assessment (NAs).
  • Support in the regular updating of Indicator Tracking Tables (ITTs).

Person Specification:
-Minimum 3 years of relevant post-qualification professional related experience

-M.D in family medicine, internal medicine, paediatric or other relevant specialty-

-Strong working knowledge of written and spoken Arabic. Strong working knowledge of English (written and spoken).

-Ability to use Office 365 SuiteExperience working on PHENICS system.

-Work conditions: Medair’s work environment is often fast-paced and demanding. As an emergency responder, we sometimes work long hours or with little notice. Ours is a diverse team responding to needs in diverse communities. Daily travel can be 1-2 hours in some project locations, and emergency field work includes all-weather conditions.
