Regional Information and Communication Technologies (ICT) Specialist (National Position Only)

Mashriq Program is a decentralised geographic division working in the Midle East and covering Jordan, Lebanon, Egypt, Iraq, and during 2026 Syria will join the program.

In this region, we cover the full manadte of HI – emergency, Armed reduction violence and development with strong focus on continuum and resilience. There are 5 main sectors of intervention: rehabilitation, education, early child development, BaNEREI (basic needs, economic recovery and economic inclusion) and armed violence reduction. Inclusion Humanitarian Action is both crosscutting within main sectors and sometimes a standalone intervention.

OBJECTIVE OF THE POSITION:

Under the responsibility of the Regional Logistics Manager, and in collaboration with the HQ, the Information and Communication Technology (ICT) specialist ensures the efficient management of ICT resources for the region they are responsible for. In conjunction with the Programme Director and the CIO Office, s/he plays a key role in the deployment and implementation of HI's ICT standards, which involves restructuring the positioning of IT within HI and asserting the Principle of the Professional Development. S/He actively participates in the Progressive evolution of HI's IT within its Programme. S/He is responsible for the reliability, confidentiality, availability, and security of the Program ICT ecosystem, as well as their relevance to the Program’s needs. To do this, s/he manages budgets and establishes action plans related to IT and telecommunications.

Supervise: Regional ICT Officer

Interacts with: Mashriq team, Yemen, Afghanistan and Pakistan program teams.

Externally: IT service providers

Responsibilities:

  1. Defines the ICT section of the StratOp and directs its action plan

Tasks:

Drives ICT strategy and operations through the active promotion of HI’s institutional policy and directives and the optimisation of its resources.

  • STRATOP: contributes towards the drafting, revision and implementation of the Operational Strategy (StratOp) within his or her field of activity and geographical area and in line with objectives.
  • Risks: produces and updates the risk map for his or her area of responsibility and proposes and implements corrective mitigation measures.
  • Incidents: contributes to and follows up on incident reports for his or her area of responsibility.
  • Indicators: produces, compiles and analyses the data in the ICT dashboard for his or her geographical area.
  • Representation: represents HI externally on ICT matters concerning his or her geographical area (e.g. forums, operational and strategic alliances); develops the local partnerships necessary for his or her fields of activity
  1. Deploys HI’s standards and contributes to its expertise and accountability within his or her remit 

Tasks:

  • Standards: ensures compliance with and application of HI standards for his or her entire professional field regarding policy, processes and tools.
  • Local adaptation: adapts and contextualises these standards to meet local conditions and regulations.
  • Internal control: supervises internal control in his or her fields of activity.
    • Identifies risks and contributes to risk mapping within its area of responsibility.
    • Checks compliance with process in force and the quality of first-level controls. 
    • Ensures the effectiveness of risk management and internal control systems.
    • Ensures that the internal control standards defined by the organisation are applied, by carrying out spot checks.
    • Ensures the implementation of recommendations and the remediation of identified non-compliances and internal control weaknesses.
    • Implements indicators/KPIs and dashboards relating to risk management and internal control within its area of responsibility.
    • Reinforces the rules of internal control according to the context of intervention.
  • Accountability: guarantees compliance with and the application of internal rules and the rules of institutional donors in his or her fields of activity

 

  1. Operational implementation of ICT

Tasks:

Operational Implementation:

  • Defines, implements, and manages the IT aspects of the mission (studies, resources, budgets, investments, risks...).
  • Pilots all activities of the department.
  • Serves as the IT focal point, in direct connection with Lyon’s CIO Office, and contributes to the ICT community of practice.
  • Defines any relevant Service Level Agreements (SLAs) related to local IT infrastructure with the SMT (especially the maximum acceptable interruption duration RTO).
  • Establishes the process for validating infrastructure parameter changes and rights grant requests and ensures its implementation.
  • Oversees IT service providers.
  • Project management: Coordinates with the Headquarters (CIO Officer and functional departments) to determine if local needs have broader implications and if they have already been studied

Information Systems Security:

Management:

  • Ensures compliance with the Information Systems Security Directive.
  • Establishes the local Cybersecurity Awareness Plan.
  • Provides the SMT with recommendations and alerts to the management in case of non-compliance or risks.

Operational implementation:

  • Executes the local Cybersecurity Awareness Plan and evaluates its impact.
  • Serves as the focal point to the users, for Cybersecurity.
  • Manages two phishing campaigns per year (in collaboration with HQ)

 

  1. Facilitates the ICT profession’s development and contributes to the development of the ICT profession across the organisation
  • Facilitates the development of the logistics profession in his or her geographical area.
  • Contributes to the animation of the global organization's IT field (community of practice).
  • Contributes to the development of a pool of local talent (holds technical interviews with the candidates and formulates recommendations; identifies training requirements)

The position requires travel and movement within HI operating countries within the program

With an estimation 10-15% of time for travel for the country supported.

THE SUCCESSFUL CANDIDATE should have:

  • University degree in Information technology or any other related field.
  • Proficiency in network, infrastructure, system administration.
  • Significant experience in managing a fleet of ICT equipment.
  • Strong knowledge of cybersecurity best practices.
  • Mastery of collaborative tools use (Microsoft OneDrive/Teams/SharePoint online).
  • Knowledge of data management and AI.
  • Skills in project and budget management.
  • English Language mandatory, Arabic is a plus.
  • Excellent communication skills and ability to explain complex technical issue in simple terms

Initial contract for a period of one year renewable.

The salary is paid according to salary Grid in the country of assignment.

Initial salary of 2050 Jod in Jordan

Initial Salary of USD 2688$ in Lebanon
