Position’s mission:

The project manager contributes to the implementation of the mandate and the 10-year strategy of Humanity & Inclusion in the country where s/he is based. S/he is responsible for guaranteeing the good implementation of the ENABLE Apprenticeships Project, while achieving the expected results related to skills development, apprenticeships, and employment outcomes for persons with disabilities. This is expected to be done through managing the overall components of the project and ensuring that the project meets its objectives and reaches the pre-defined indicators defined in the proposal as well as HI standards and donor’s requirements. S/he ensures optimal quality and the impact of the project implemented by means of a delegation system with appropriate oversight mechanisms. With all the other HI managers, the project manager shares responsibility for the sound management and effective functioning of the global organization.

Reports to: The Operations Manager

Interacts with:

      - Internally: Regional Technical Unit, Regional MEAL Unit, Country Manager, Support services managers and officers.

      - Externally: companies and authorities in the project area of implementation, other stakeholders including; local organizations, Governmental employment services and UN agencies in the area of implementation, Disability and livelihood coordination Groups and clusters.

Mission and Responsibilities:

Mission 1: Management

  • Manager as a role model: embody HI's values on a daily basis, and be a role model.
  • Manager as a coach for meaning: understand the strategy, make it explicit, translate it into operational objectives for his or her team, and lead the necessary changes. Give meaning to each management action. Encourage inter and intra-departmental exchanges of practice. Encourage innovation and risk-taking.
  • Operational manager: organize the operational management of his or her team, structure the work around identified
  • processes, steer performance and facilitate the resolution of problems.
  • Team management: contribute to the development of the staff under their management, creating the conditions for their commitment, professionalism, and engagement to HI.
  • Manages the recruitment and selection of new team members within their team;
  • Ensure that the newly recruited staff receives full induction about the different aspects of the project involving other staff in the mission;
  • Oversees team’s planning (action plans, leaves planning, weekly movement plan, etc.);
  • Ensure that his/her team and the support teams (shared and technical services, in particular) work well together in order to facilitate the implementation of the project in the country.
  • Sets individual objectives, evaluates individual performance, contributes towards the professional & career development of the project team members, and monitors competencies;
  • Ensures that appraisals of the employees are done according to the HR procedures and is aware of the professional evolution of each staff member, and its development within the mission;
  • Ensures good communication, coordination, and information sharing among the project team through facilitating regular team meetings followed by minutes of meeting shared;
  • Ensure conflict resolution (personal and professional) within the team and informs the supervisor when necessary;
  • Ensures strict application and respect of the programme’s Internal Regulations by the project team.

Mission 2: Strategy and steering

  • Contribute to the development of the program’s operational strategy
  • Contribute to program or country operational strategy (StratOp);
  • Contribute to drafting new project proposals for the continuity or expansion of ongoing project(s);
  • Contribute to the drafting of new proposals for new opportunities;
  • Collaborates to the design and implementation of the mission strategy in the country of intervention;

Mission 3: Operational implementation

Responsibility 1: Ensure the implementation of the ENABLE project, in line with the logical framework and allocated budget

  • Ensures project implementation and monitoring in collaboration with the relevant services and in line with general standards and procedures
  • Oversee apprenticeship implementation, enterprise engagement, and post-apprenticeship employment support for persons with disabilities.
  • Ensures the planning of activities and establishes action plans
  • Ensures that activities are planned and implemented in line with the project proposal and the allocated budget
  • Ensures that activities are implemented according to internal quality and technical standards and, if necessary, proposes adjustments or improvements to help meet objectives
  • Prepares and monitors partnership agreements with implementing partners and other potential partners
  • Ensures the effective implementation and follow up of institutional policies (PSEA, mandatory cross-cutting approaches, etc.) on the project
  • Coordinates and collaborates with relevant internal services, especially logistics, HR, finance and technical resources
  • Monitors qualitative project implementation, ensuring successful realization and achievement of the project’s objectives and indicators
  • Propose any adjustment of the project whenever needed (change of context, delay in the implementation, adaptation of tools, etc.)
  • Ensures the quality of work through regular field visits, monitoring of data collection, supervision on implementation of technical guidelines and internal procedures.
  • Organize and lead project quarterly reviews, respecting HI internal guidelines.
  • Prepare and implement project’s resource plan in close collaboration with the logistics department.
  • Monitor the project financial burn rate, and raise to the line manager any financial risks/ constraints.
  • Steer the project’s intervention strategy and put forward adjustments if the objectives change or if it is likely that they will not be met.
  • Ensure project reporting, internally (within the programmer) and externally (reporting to funding bodies, authorities and/or partners).
  • Quality check, consolidation and diffusion of the reporting/request tools
  • Monitors the achievement of results and indicators, as per the logical framework;
  • Reports Monthly to the line manager using the Monthly Information Sheet;
  • Writes reports for the funding agencies when relevant and monitors donor deadlines (grants, reporting, audits) concerning the project;
  • Guarantees the proper archiving of information;
  • Reports without any delay any security issue;
  • Reports any constraints or problems faced by the team/partner before taking any action;
  • Provides the line manager with a mission report and/or handover document at the end of the assignment;
  • Sends any other report upon line management request;
  • Undertake expenditure and manage the project activity-specific budget lines according to the delegation he/she received based on the program’s signature delegation table
  • Prepare and manage partnerships with the project implementation partners
  • Responsible for employer’s partnership follow-up: quality of service provision, indicators, respect of project’s proposal.
  • Negotiates memoranda of understanding with employers defines with the partners a work plan with objectives to be achieved and provide the needed tools
  • Ensures the compilation and recording of all activities and impact measurement
  • Produces and disseminates specific data analysis
  • Produces final report at the end of the contract;
  • Facilitate Quarterly project steering committee throughout the project duration;
  • Guarantee the proper archiving of information.
  • Ensures collection and archiving of sources of verification

Responsibility 2: Ensure that project implementation complies with the existing frameworks

  • Ensure the proper implementation and follow-up of institutional policies (specifically PME, PSEAH and Age-Gender- Disability policies) and the other HI internal standards.
  • Ensure compliance with the terms of the project proposal and the rules applied by the project funding body/bodies, including the ILO’s Work-Based Learning in TVET guidelines.
  • Ensure compliance with global technical standards and norms by communicating and by involving the technical specialists and advisors with expertise in the project themes.

Responsibility 3: Ensure project monitoring, evaluation, accountability and learning

  • Ensure project monitoring, specifically activity progress indicators and the expected outcomes.
  • Develop and implement the project evaluation plan.
  • Ensure that the project is accountable to the local stakeholders.
  • Ensure project learning, considering lessons learned from similar previous projects, following the recommendations made throughout the project (from evaluations, support missions, audits, etc.), and capitalizing on the acquired knowledge.

Responsibility 4: Ensure project data management

  • Ensure that the appropriate data collection and management tools are in place on the project, in line with global standards;
  • Ensure that data related to the project is collected and compiled in the project database. with quality, accuracy and up of available guidelines.
  • Carry out regular checks and makes any necessary corrections to the activity database.

Responsibility 5: Contribute to external project communication

  • Contribute to HI’s external influence by taking part in networks, when required. The existing coordination and working groups and more specifically disability and protection coordination bodies.
  • Communicate about the project to partners, authorities and stakeholders when relevant.
  • Manages relationships with technical authorities, local partners or other stakeholders;

Mission 4: Emergency Preparedness and Response

  • Lead the emergency preparedness actions in his/her department and, in the event of an emergency, reorganize the priorities of his/her team according to the humanitarian priority, in order to ensure a quick and efficient response by HI.

Qualifications:

Education:

  • Essential: Bachelor Degree in social sciences, economics, project management or any other related field

Experience:

  • Essential: Minimum 5 years of professional experience
  • Essential: Previous experience as project manager
  • Desirable: Minimum 3 years of previous experience Technical and Vocational Education and Training (TVET), work-based learning and access to wage employment projects
  • Desirable: Experience working with INGOs or UN agencies is an asset
  • Desirable: Previous experience or knowledge in disability inclusion

Language:

  • Essential: English - high proficiency
  • Essential: Arabic (mother tongue)

Computer skills:

  • Essential: Microsoft Office (Word, Excel, PP, Outlook…

Basic salary ranges for the position is going to be paid according to the experience and to HI salary Grid.

Contract Type: Full Time Contract

Basic Salary: 2,253.71 USD
