Field Assistant (Generic)

1. Purpose

CARE established its presence in Lebanon in 2006 and has been responding to the Syrian Crisis since late 2012. Among CARE’s key imperatives is putting people it serves first through implementing cutting edge programming in areas it operates. CARE currently carries out activities in Beirut, Mount Lebanon, Akkar, North Lebanon, South Lebanon, and the Beqaa Valley. CARE implements both emergency and development projects contributing to livelihood, food security, protection, gender, shelter, and water, sanitation and hygiene. It targets the most vulnerable people and populations, both host communities and refugees. Over the course of 7 years, it has supported over than half a million beneficiaries.

In Lebanon, CARE’s program strategy for the upcoming years will focus on strengthening and expanding its emergency response and capacity to provide basic assistance services while pursuing development projects in areas of food security and livelihood support, gender and protection. CARE intends to maintain its presence in all areas of Lebanon.

 CARE Lebanon has scaled up rapidly over the past few years and today it has about 90 staff members, with more than 15 different local/international partner organizations. 90% of the team is composed of national staff, with a symbolic number of international members.

3. Organizational Relationship

The Field Assistant will support the delivery of life-saving WASH and Shelter assistance to displaced individuals residing inside and outside collective shelters, as outlined under CARE’s emergency response project. Working closely with the Project Manager and in coordination with the MEAL and supply chain teams, the Field Assistant will participate in beneficiary data verification, coordinate distributions inside and outside collective shelters. This role will also involve engaging with stakeholders to ensure inclusive, dignified, and culturally appropriate assistance. The Field Assistant will help monitor field activities, collect feedback, and contribute to protection mainstreaming efforts, thereby ensuring that aid reaches the most vulnerable populations safely and effectively.

4. Specific Duties and Responsibilities

1. Field Implementation and Support

  • Support the implementation of emergency WASH/Shelter assistance activities, including the daily distribution of in-kind kits, NFIs to displaced households.
  • Participate in verifying beneficiary data from DRR systems and conduct field visits to ensure accurate, inclusive targeting.
  • Engage local stakeholders, DRR focal points, and women-led community kitchens to promote community ownership and deliver culturally appropriate, dignified assistance.
  • Disseminate hygiene promotion messaging throughout the distribution of WASH kits.

2. Data Collection and Reporting

  • Conduct household visits, surveys, and rapid assessments to identify urgent food security needs and evolving vulnerabilities.
  • Collect and record field data accurately, providing timely updates to the Project Manager and MEAL team.
  • Monitor field conditions, report protection concerns, and contribute to post-distribution monitoring and accountability efforts.

3. Distribution and Monitoring

  • Identify and escalate operational challenges, coordinating closely with supervisors to maintain efficient field delivery.

4. Protection and Accountability

  • Help ensure distributions respect the dignity, safety, and meaningful access of all beneficiaries, including women, persons with disabilities, and other at-risk groups.
  • Share information on PSEA, complaints mechanisms, and referral pathways to GBV, MHPSS, and specialized services.
  • Promote protection mainstreaming by applying safeguarding principles and supporting inclusive feedback collection.

5. Coordination and Documentation

  • Collaborate closely with project teams, volunteers, local authorities, and sector partners to align field activities with project objectives.
  • Maintain detailed records of distributions and field observations in line with CARE policies and accountability standards.
  • Participate in coordination meetings, team briefings, and training sessions to continuously strengthen field response quality.

5. Qualifications / special skills or knowledge

a. Skills & knowledge:

Education:

  • High school diploma or equivalent required. A university degree in social work, humanitarian studies, development, or a related field is an asset

Experience:

  • At least 1 year of field experience in humanitarian or emergency response programs, preferably working with displaced populations or vulnerable communities.
  • Experience supporting food assistance, needs assessments, or distributions is desirable.

Skills:

  • Strong interpersonal and communication skills to engage respectfully and effectively with displaced persons, local authorities, and partners.
  • Basic data collection, verification, and reporting skills, with the ability to follow structured monitoring tools.
  • Organizational skills and attention to detail to ensure accurate documentation and compliance with humanitarian standards.
  • Commitment to protection principles, including safeguarding, do-no-harm, and accountability to affected populations
  • Ability to work effectively in challenging field environments, remain adaptable under pressure, and respond to shifting operational needs.

b. Experience:

At least   1-3  years of relevant experience, especially at NGOs, academic organizations, standard-setting bodies, public agencies focused on emergency

c. Academic background:

High school diploma or equivalent in social work or a related field.

d. Languages: English and/ or Arabic are the working language of CARE International in Lebanon.

Knowledge of other languages is an asset.

6. Other contract elements

Benefits: Social security/Health Insurance & Transport allowance.

The direct supervisor reserves the right to adapt this job description at any time during employment according to needs.

Any extension of this contract is dependent on performance review and funding availability.
