Assignment Context: WHO is the directing and coordinating authority on international health within the United Nations system. WHO has 194 Member States and more than 7000 people working in 150 country offices, in 6 regional offices and at Headquarter in Geneva. This assignment is part of WHO Lebanon’s ongoing technical support to provide programmatic, administrative, and coordination support to the Ministry of Public Health (MOPH), with particular focus on integration of activities and services within Primary Health Care. This includes working with the Primary Health Care (PHC) department on the integration of the People Centred Care (PCC) approach, noncommunicable disease and mental health integration, as well as capacity building for alignment with international standards for PHC. The UN Volunteer will support the WHO and PHC team in ensuring the smooth day-to-day implementation of project activities, conducting trainings, facilitating meetings, effective coordination with stakeholders, timely follow-up on deliverables, and proper documentation and reporting.

Task description: Within the delegated authority and under the supervision of Health Systems and Policy Advisor-UHC/HP team lead or his/her designated mandated representative(s), the UN Volunteer will be responsible for the effective coordination and operational support for PHC activities through:

• Support the preparation, follow-up, and monitoring of project workplans, timelines, activity trackers, and implementation requirements

• Assist in organizing meetings, trainings, and coordination activities, including agendas, participant lists, minutes, and follow-up actions

• Support coordination with stakeholders (MoPH departments, WHO, UNICEF, partners) through multiple channels in English and Arabic, to track progress on agreed actions and deliverables

• Conduct field visits, collect information, and contribute to needs assessments related to service delivery, training uptake, and implementation challenges • Support compilation, analysis, and summarization of relevant data for reporting, progress updates, summaries, and documentation of results

• Maintain organized project files and documentation (meeting minutes, reports, correspondence, and deliverables) to ensure proper program tracking and accountability • Conduct literature reviews, draft concept notes, presentations, and technical reports as required

• Support in preparation for capacity building and training activities including implementation plan, target groups, training schedule, locations, modalities, etc. and support facilitation of training sessions as needed in addition to documentation of sessions delivered, number of participants trained as per the monitoring indicators set, key challenges encountered, and recommendations for follow-up and supportive supervision

• Support development and finalization of IEC/awareness materials and communication products related to PHC

• Perform any other related tasks as assigned by the supervisor in line with the role.

As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials. This position is based in Beirut. • At least 3 years of professional work experience, at the national and/or international level, in public health programme support; experience with PHC work is an asset, as is experience working in the MoPH, UN or other international development organization;
• Excellent oral and written communication skills; strong drafting, formulation, and reporting abilities;
• Accuracy and professionalism in document preparation, data entry, and report editing;
• Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of stakeholders, including internal teams and external counterparts; familiarity with participatory and results-based planning approaches is an asset;
• Ability to work and adapt professionally and effectively in a dynamic and fast-paced environment; ability to work productively in a multicultural team of international and national staff
• Solid overall computer literacy, including proficiency in various MS Office applications (especially Excel, Word and PPT);
• Self-motivated, well-organized, and able to work with minimal supervision; demonstrated ability to meet tight deadlines and manage multiple tasks simultaneously.
• Sound security awareness.
• Have affinity with or interest in public health, volunteerism as a mechanism for durable development, and the mission and work of the United Nations System.
