Data and Information Officer - Generic

1. Purpose

CARE established its presence in Lebanon in 2006 and has been responding to the Syrian Crisis since late 2012. Among CARE’s key imperatives is putting people it serves first through implementing cutting edge programming in areas it operates. CARE currently carries out activities in Beirut, Mount Lebanon, Akkar, North Lebanon, South Lebanon, and the Beqaa Valley. CARE implements both emergency and development projects contributing to livelihood, food security, protection, gender, shelter, and water, sanitation and hygiene. It targets the most vulnerable people and populations, both host communities and refugees. Over the course of 7 years, it has supported over than half a million beneficiaries.

In Lebanon, CARE’s program strategy for the upcoming years will focus on strengthening and expanding its emergency response and capacity to provide basic assistance services while pursuing development projects in areas of food security and livelihood support, gender and protection. CARE intends to maintain its presence in all areas of Lebanon.

CARE Lebanon has scaled up rapidly over the past few years and today it has about 90 staff members, with more than 15 different local/international partner organizations. 90% of the team is composed of national staff, with a symbolic number of international members.

The Data & Information Officer is responsible for establishing and managing emergency data systems to ensure real-time monitoring, high data quality, and rapid analysis during crisis response operations. 

 

The role supports rapid needs assessments, displacement tracking, emergency distributions, and accountability mechanisms by developing structured databases, performing data cleaning and validation, and producing real-time dashboards and analytical briefs to inform operational decision-making. The position plays a critical role in enabling fast, accurate, and evidence-based emergency interventions.

3. Specific Duties and Responsibilities

Responsibility #1: Emergency Data Systems Setup

  • Establish rapid-response databases within 48–72 hours of activation.
  • Develop standardized emergency tracking tools for all monitoring activities.
  • Ensure harmonized indicator tracking aligned with donor requirements.

Responsibility #2: Real-Time Monitoring & Dashboards

  • Develop and maintain live Power BI dashboards during the response as needed.
  • Track, monitor, and visualize daily data for services provision.
  • Provide daily/weekly dashboard updates

Responsibility #3: Data Cleaning & Quality Control

  • Conduct real-time data verification and consistency checks.
  • Implement rapid DQA mechanisms during response.
  • Identify duplication, targeting errors, and inconsistencies.
  • Maintain beneficiary database integrity.

Responsibility #4: Rapid Analysis & Decision Support

  • Analyze Rapid Needs Assessment data on a rolling basis.
  • Provide operational briefs
  • Conduct beneficiary profiling and vulnerability scoring analysis
  • Support closure tracking dashboards for complaints.

4. Qualifications / special skills or knowledge

a. Skills & knowledge:

  • 2 years minimum experience of building databases, windows & mobile applications
  • Strong data management visualization software (power bi & Tableau) (Required)
  • Good knowledge of data analysis software such as STATA/SPSS (Required)
  • Good Knowledge in database management particularly SQL is desired
  • Excellent communication and influencing skills.
  • Politically and culturally sensitive with qualities of patience, tact and diplomacy.
  • The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
  • Commitment to the aims and principles of CARE International.

 

Desirable:

  • Previous experience working in humanitarian programs
  • Good understanding of humanitarian principles and humanitarian processes
  • Demonstrated writing skills and ability to do research/collect data
  • Demonstrated awareness and sensitivity to gender and diversity; experience and ability to live and work in diverse cultural contexts in a culturally appropriate manner; and capacity to make accurate self-assessment particularly in high stress and high security contexts.
  • Team player with strong interpersonal skills, with the ability to build strong internal relationships and networks.

​​​​​​​b. Experience:

3–5 years experience in data analysis

Experience in humanitarian emergency response required

Strong Power BI experience

Experience in displacement or rapid response settings preferred

c. Academic background:

Bachelor’s degree in one or several of the following areas: Computer Sciences, Information Management, Statistics ,  or related field.

d.Languages:

English and/ or Arabic are the working language of CARE International in Lebanon.

Knowledge of other languages is an asset.

6. Other contract elements

Benefits: Social security/Health Insurance & Transport allowance.

The direct supervisor reserves the right to adapt this job description at any time during employment according to needs.

Any extension of this contract is dependent on performance review and funding availability.
