Inclusion Officer (Emergency Response)

Overall responsibility:

The Inclusion Officer will conduct accessibility and needs assessments, facilitate referrals and specialized services, support caregivers of children with disabilities, and contribute to data tracking and reporting to ensure equitable access to humanitarian assistance.

Main Tasks and Responsibilities:

1. Identification and Needs Assessment

· Identify persons with disabilities, older persons, and individuals with specific needs among displaced populations in and outside collective shelters.

· Conduct individual needs assessments to determine functional limitations, priority needs, and required support.

· Support systematic identification of children with disabilities and assess their specific needs in coordination with caregivers.

· Identify environmental, communication, and attitudinal barriers that limit access to humanitarian services.

· Liaise with protection and sector teams to ensure safe identification and referral of individuals with specific needs.

1. Training and Capacity Building:

· Conduct accessibility assessments of collective shelters and key service points such as WASH facilities, distribution sites, services, and activities.

· Identify accessibility barriers and recommend minor accessibility rehabilitation.

· Coordinate with focal points to support implementation of minor accessibility rehabilitation measures across different sector (WASH, Shelter, Protection, Health).

2. Tracking and Reporting:

· Submit regular reports of needs, challenges, and updates.

· Coordinate regularly with the Equity & Inclusion Specialist.

· Support in developing communication content.

· Track and report relevant project indicators in collaboration with the MEAL department.

· Follow-up on service mapping for external referrals throughout projects.

3. Specialized Services and Assistive Devices:

· Assign appropriate specialized services and assistive devices needed for persons with disabilities.

· Identify and select qualified service providers for intervention.

· Prepare and track budget forecasts.

· Support specialists to ensure that intervention is provided in safe and conflict sensitive environments.

4. Coordination and Representation:

· Build networks and coordinate ministry representatives, shelter directors, international and local organizations, OPDs, and other relevant stakeholders to identify referral pathways and align inclusive practices.

· Participate in scheduled and ad-hoc internal coordination meetings.
