The Legal Researcher will:
- Develop a detailed research methodology and workplan.
- Conduct a desk review of the Lebanese legal framework related to alternative sanctions and women in detention.
- Review relevant international standards and best practices used by other countries on non-custodial measures, particularly gender-sensitive approaches.
- Conduct key informant interviews and consultations with relevant stakeholders, including decision-makers and policymakers from the Ministry of Interior and ISF, members of the prison committee, media representatives and influencers, legal professionals, judges, and international organizations and partners.
- Identify legal, institutional, and practical gaps limiting the application of alternative sanctions for female prisoners.
- Develop evidence-based recommendations to support advocacy and policy reform.
- Draft and submit a comprehensive study report.
- Coordinate closely with the Project Manager and integrate feedback into final deliverables.
- Present the findings to stakeholders at a dissemination event that you organize and deliver.
- Ensure confidentiality and adherence to ethical research standards.
- Required Qualifications and Experience
- Advanced university degree in Law, Criminology, Human Rights, Public Policy, Social Sciences, or a related field.
- Minimum of 5 years of relevant professional experience in legal research, criminal justice, or human rights.
- Proven experience conducting legal or policy research in Lebanon.
- Strong knowledge of the Lebanese legal and judicial system.
- Previous work on detention, prison reform, women’s rights, or alternative sanctions is highly desirable.
- Excellent analytical and legal drafting skills.
- Experience engaging with governmental and judicial stakeholders is an asset.
- Fluency in Arabic and English (written and spoken).
